Senior Legal Counsel, Procurement Legal Advisory (Non‑IT) – Centralised Procurement Department
Senior Legal Counsel (Procurement) is responsible for providing expert legal guidance and support to drive an effective and efficient procurement infrastructure and framework aligned with the Bank's strategic priorities and outcomes.
This role involves drafting, reviewing and negotiating procurement contracts and related legal documentation, providing legal advice in corporate / commercial law including contract law and developing and implementing legal services standards and processes for an effective management of legal risks in the Bank's procurement framework.
Principal Accountabilities
- Drafting, reviewing and negotiating procurement contracts and project‑related contracts for the Bank to ensure consistency and compliance with relevant laws / regulations to safeguard the Bank’s interests.
- Identify, assess and manage legal risks associated with procurement activities in the Bank.
- Provide timely and quality legal advice to stakeholders to avoid or mitigate any potential legal risk during pre‑contract and post‑contract phases.
- Provide guidance to the legal team in analysing and identifying legal risks and implications in procurement transactions, reviewing and approving procurement contracts prepared by the team to ensure the interest of the Bank is protected.
- Provide timely and quality legal advice on construction related laws including reviewing and negotiating construction related contracts to ensure regulatory compliance by the Bank and to safeguard the Bank’s interests.
- Foster and maintain an effective collaborative working arrangement with the Legal Department centred on mutual trust, clear communication and transparency and a shared understanding of the Bank’s principal objects and functions including legal risk management.
- Drive the Bank’s awareness and understanding of the legal and compliance standards through continuous socialisation and training.
- Keep abreast of changes in all laws and standards to procurement to ensure the Bank remains compliant.
Academic Qualifications
A Bachelor's Degree in Laws (LL.B.) from a recognised university is mandatory.A Master of Law is an added advantage.Admitted as an Advocate and Solicitor of the High Court of Malaya / Sabah & Sarawak is an added advantage.Experience
Minimum 10 years working experience in handling commercial and procurement contracts.Experience in procurement contracts, intellectual property law and commercial contracts is an advantage.Business acumen with ability to balance legal risks against commercial objectives.Excellent in drafting, negotiation and communication skills.Detail‑oriented, strong analytical and problem‑solving skills.Ability to work independently and as part of a team.Seniority Level
