Monitoring, Evaluation, Accountability & Learning (MEAL) Adviser
To support and facilitate accountable, evidence‑based, quality programming across the ASIA region, the Monitoring, Evaluation, Accountability and Learning (MEAL) Adviser will work with the ASIA regional team to promote good practice in MEAL. The role supports National Society partners and BRC regional teams in building MEAL capacity, enhancing ownership of MEAL tools and processes, and engaging strategically with Movement partners on MEAL‑related priorities.
The MEAL Adviser will also contribute to BRC‑wide efforts to develop and refine systems, tools and processes that strengthen our MEAL practice across all regions and partnerships.
Job Duties and Responsibilities
- Support the provision of policy and / or technical advice within the designated area to strengthen implementation of the International Directorate strategy.
- Contribute to assessment, planning and implementation of action / work plans, working with regional teams, National Society partners and IFRC, collecting and analysing evidence to demonstrate effectiveness, quality and impact of BRC‑supported work.
- Collaborate proactively with relevant BRC teams and Movement partners to facilitate effective delivery against agreed objectives, providing timely and actionable advice to improve programme quality, accountability and compliance.
- Build capacities of prioritised National Societies and BRC teams by training and mentoring stakeholders in MEAL tools, approaches and processes. Support adaptation of IFRC and other M&E tools to local contexts.
- Collaborate with international staff, National Society partners and the IFRC to ensure the MEAL minimum standards are achieved, including planning, developing clear programme logic and robust MEAL plans / strategies, designing M&E systems, supporting (or leading) evaluations and disseminating learning.
- Support the improvement of BRC’s International Quality Methodology (IQM) and other quality assurance approaches to strengthen overall quality programming, mainstreaming Community Engagement and Accountability (CEA), PGI and other Movement‑wide standards at project level.
- Support accountability mechanisms ensuring programmatic evidence is generated and meets donor requirements.
- Collect, collate, analyse, assess and interpret information from a range of sources to make evidence‑based recommendations.
- Build relationships within the RCRC Movement and other organisations to explore collaboration, influence, learn and apply lessons and best practice into BRC’s MEAL practices and processes.

Required : Bachelor’s degree in International Development, Social Sciences, Statistics or related fields.
Preferred : Master’s degree in International Development, Social Sciences, Statistics or related fields.
Knowledge of the Red Cross Movement (WORC, IMPACT or equivalent) is required.
Experience
Required :
Relevant in‑country experience in a similar role or sector.Designing and implementing MEAL systems or providing MEAL advice or managing the MEAL function within a project / programme / organisation.Delivering capacity building (training or mentoring).Participating in, leading, and commissioning evaluations and evaluative exercises (reviews, workshops).Preferred :
Experience in RC / RC Movement.Knowledge, Skills and Languages
Required :
Knowledge of the international humanitarian system or international development context (standards, concepts).MEAL technical and advisory expertise in international, cross‑cultural contexts.Ability to collect, analyse, synthesize and interpret quantitative and qualitative data to communicate to different audiences.Negotiation and influencing skills.Fluent spoken and written English.Preferred :
