Manager Regulatory Affairs
We are currently seeking an experienced professional to join our team in the role of Manager Regulatory Affairs. The Manager Regulatory Affairs is responsible for supporting the Head of Regulatory Compliance and Head of Regulatory Affairs in ensuring that there are “no surprises” in relation to regulatory developments affecting all HSBC entities in Malaysia (HSBC Bank Malaysia Berhad, HSBC Amanah Malaysia Berhad, HSBC (Malaysia) Trustee Berhad, HSBC Limited Offshore Banking Unit Labuan and HSBC Corporate Advisory (Malaysia) Sdn Bhd) (collectively “HSBC Malaysia”) or dealings with regulators, and in particular as they relate to Regulatory Compliance risks.
Principal Responsibilities
- Managing Regulatory Developments : Support the Head of Regulatory Affairs in tracking and maintaining regulatory developments and key regulatory change themes, ensuring these are handed over to the appropriate Risk Stewards for proper 2nd Line of Defense (“LoD”) oversight of the implementation of regulatory change.
- Support the Head of Regulatory Affairs in identifying and assessing impact of regulatory developments.
- Support consultation responses in relation to regulatory developments.
- Oversee and administer the global regulatory development process and the use of the global regulatory development tool in Malaysia.
- Provide guidance and deliver training on the tool and process to relevant stakeholders to ensure effective adoption and consistent application.
- Managing Regulatory Engagements : Provide support for both local (on-shore) and cross-border regulatory engagements and requests from regulators.
- Ensure all regulatory engagements are addressed promptly, recorded in a timely manner, and any issues are escalated appropriately.
- Oversee and administer global regulatory engagement process and the use of the global regulatory engagement tool in Malaysia.
- Provide guidance and training to relevant stakeholders on managing the regulatory engagement process.
- Reporting and Governance : Support the Head of Regulatory Affairs with the production and delivery of appropriate management information relating to regulatory developments and regulatory engagements.
- Assist the Head of Regulatory Compliance with delivering regular Regulatory Compliance updates including risk profile, regulatory developments, regulatory engagements and whistleblowing for HSBC Malaysia’s Risk Management Meeting, Board Committees and Boards.
- Support with the delivery of the regulatory reports owned by Regulatory Affairs.
- Others : Support the Head of Regulatory Affairs in delivering the overall strategic direction of Regulatory Affairs.
- Support Head of Regulatory Compliance with the implementation and embedment of the Global Conduct Framework in Malaysia.
- Provide Conduct Compliance subject matter expertise, advice, and challenge to Business Regulatory Compliance teams, Global Businesses, and Functions.
Requirements
Experience
Some risk, compliance or regulatory experience across business lines or functions or with experience in HSBC predominant business lines or functions.Some experience of working with a wide range of stakeholders, including business / Global Functions senior management and regulators.Some experience of HSBC Group structure, its business and personnel and a strong understanding of HSBC’s corporate culture.Expertise
Regulators and their agenda / approach;Regulations as applicable to the bank;HSBC organisation and governance structures;Design and coordination of processes; andStakeholder management.Skills
Excellent interpersonal skills : ability to project authority, negotiate effectively and influence others.Strong time and project management skills, including the ability to handle multiple outputs simultaneously.Ability to work in a fast-moving, high-pressure environment.Strong analytical skills.Good commercial acumen.Ability to distil complex regulatory requirements and communicate them effectively to stakeholders.Qualifications
Typically, qualifications would include an undergraduate or post-graduate degree in Business Administration, Finance or a related field, or a legal or accounting professional qualification.Due to local laws and governance, candidates with immediate right to work locally and no relocation need will be prioritised.
