Facilities & Project Development Manager

Responsibilities

  • Support warehouse solutioning and planning for new projects, including storage designs for optimization, warehouse product flow, space planning, and updating drawings.
  • Compile all documents related to the Facility & Project Development department, including equipment, building and equipment licenses, BCP, risk assessment procedure updates, and upkeep of documentation control.
  • Prepare and review project cost comparisons, project timelines, and schedules for facility projects.
  • Manage asset enhancements, leading initiatives to optimize the yield of property assets through budget and financial planning, cost control, building upgrade programs, implementation of intelligent building technologies, and energy and water conservation programs.
  • Maintain records of purchases and capture incurred costs in the facility & Project department to update management regularly.
  • Perform other job-related duties as required by superior.
  • Manage and supervise contractors' work and liaise with consultants and authorities.
  • Oversee project development stages from concept to completion for C&S, M&E systems.
  • Plan, implement, execute, and control operation and capital expenditures.
  • Lead rooftop solar system implementation.
  • Plan and execute green building initiatives.
  • Plan data line & IT infrastructure.
  • Implement security systems as part of landlord responsibilities.

Project Development

  • Review and recommend relevant consultants, negotiate professional fees, and prepare and execute appointment letters.
  • Serve as main liaison point-of-contact with consultants and all other stakeholders and government authorities relating to development and construction of the project.
  • Work with the Management Control Team, architects and other relevant consultants for preparation and submission of documents, proposals, presentations and drawings to government authorities and obtain all relevant approvals and permits from securing, constructing & developing the land up till the completion of the project.
  • Manage the multiple phases of the project and work with the Management Control Team, architects, interior designers, consultants and contractors for procurement and supply of suitable materials, mobilization, design, methodology and processes relating to construction and development of the project.
  • Ensure that the project and operations are carried out in accordance with best practices, processes, approved budget, and compliance with relevant laws and authorities’ regulations.
  • Ensure that the project is administered and executed to the satisfaction of the owning company(ies), Management Control Team and Board of Directors (country GM), in accordance to the contractual agreement, safety standards and company policies and procedures.
  • Develop detailed implementation programs and project critical path to inform priority activities and decision-making events from project inception to handover to operations team.
  • Ensure that construction progress and completion adheres to the project timeline and obtaining all relevant authorities approval including occupation permit on time.
  • Organise and conduct regular meetings with the Management Control Team, appointed consultants and contractors relating to brainstorming, data gathering, evaluation & implementation of innovative initiatives, construction / site progress assessment update meetings.
  • Prepare regular executive planning and construction progress reports to the Management Control Team in relation to tracking of timeline, costing, labour and other resources allocation.
  • Other responsibilities that may be assigned by the management.
  • Requirements

  • Minimum degree in Mechanical & Electrical or C&S Engineering / Building Services / Estate Management or related discipline.
  • Candidates with at least 8 years of relevant experience in facility & project development management.
  • Knowledge of ISO management system and EHS system.
  • Familiar with fire protection, authorities’ submission and related logistics operations.
  • Prefer proficient in AutoCAD or drafting software (2D or 3D) & Revit.
  • Competent writing and communication skills – including the ability to communicate technical information.
  • Proficient in Microsoft Office and MS Project.
  • Good in reading building and M&E plans.
  • Desire to work in a fast‑paced and dynamic environment and able to handle stressful conditions.
  • Able to work independently with minimum supervision, self‑initiated.
  • Able to commit for extended hours when needed.
  • Able to commence work immediately or within short notice period.
