Overview

Cost Engineer — MODEC Offshore Production Systems (Singapore) / Offshore Frontier Solutions. Based in Kuala Lumpur, Malaysia (KL Eco City).

Role Purpose

Responsible for i) EPCI CAPEX cost estimate and associated commercial deliverables during proposal phase; and ii) reference cost data analysis and benchmarking data development / update.

Responsibilities

  • Cost Engineering Skills and Knowledge : Understand industrial standard cost engineering terminology (estimate classification, estimate methodologies, estimate review and validation, etc.).
  • Coordination capability : Coordinate and interface with technical / commercial professionals, vendors, subcontractors and client to EPCI CAPEX costing within the time frame.
  • CAPEX Estimate : Develop CAPEX cost estimates along with back-up data based on technical / execution input.
  • Commercial deliverables : Read and prepare CAPEX-related deliverables (e.g., Basis / Assumption of CAPEX Estimate, Commercial Qualifications, etc.) as part of the Commercial Bid Proposal and to read through ITT documents.
  • Cashflow Projection : Produce cashflow projection (cash-in / cash-out) based on Project Schedule, Milestone Payments from Company and payment terms by Vendors / Subcontractors.
  • Cost data analysis : Collect and organize various cost data with technical information for benchmarking and analyze tendencies, correlations or algorithms to develop applicable estimate methodologies.
  • Knowledge of risk management and risk contingency : Define and identify risks as opportunities and threats; apply risk management processes; understand risk contingency and allowances.

Qualifications

  • Bachelor’s degree in Business, Accounting, Finance or Engineering / Construction Management. Experience in lieu of degree may be accepted.
  • 7 to 10 years of offshore or onshore Oil & Gas project experience, especially EPCI phase as Project Management (preferable offshore FPSO experience).
  • Experience in Cost Estimation on Bid / FEED for Offshore or Onshore Oil & Gas projects (preferable offshore FPSO experience).

  • Basic understanding of project management processes.
  • Strong knowledge and skills in Microsoft Excel.
