The Deputy Vice Chancellor (Academic Affairs) at MILA University holds a key leadership position, working closely with the Vice Chancellor and focusing on overseeing and enhancing the academic operations and quality of education. The responsibilities include, but are not limited to, the following :
Responsibilities :
1. Academic Leadership & Curriculum Development
- Provide strategic leadership and direction for the university's academic programs and academic policy development.
- Oversee the planning, development, implementation, and periodic review of academic plans and initiatives to ensure relevance, innovation, and impact.
- Ensure the continuous improvement of curriculum design and delivery, incorporating global best practices and emerging academic trends.
- Promote innovation in teaching and learning methodologies, including the integration of technology-enhanced learning (e.g., blended learning, flipped classrooms).
- Lead initiatives for academic transformation to future-proof university programmes, including interdisciplinary and industry-embedded programmes.
2. Quality Assurance & Compliance
Ensure compliance with accreditation and audit requirements from bodies such as the Malaysian Qualifications Agency (MQA) , Ministry of Higher Education (MoHE) , Engineering Accreditation Council (EAC) , and other relevant professional or statutory bodies.Oversee and support the preparation of documentation for accreditation, re-accreditation, self-assessment reports (SARs) , and compliance audits for both undergraduate and postgraduate programs.Monitor academic performance and assurance of learning outcomes through internal quality mechanisms and external benchmarking standards.Ensure the implementation of Outcome-Based Education (OBE) , Program Learning Outcomes (PLOs) , and Curriculum Mapping in line with MQA guidelines.Establish and review academic policies, SOPs, and governance frameworks to ensure transparency, accountability, and regulatory alignment.Collaborate with the Internal Audit and Compliance Unit for academic-related audits and improvements.3. Faculty Affairs & Development
Oversee faculty manpower planning, recruitment, onboarding, and retention in alignment with academic program needs.Promote continuous professional development (CPD) for academic staff, including training in pedagogy, supervision, academic leadership, and research productivity.Foster a performance-driven academic culture through periodic evaluations, feedback mechanisms, and support systems.Champion faculty engagement in research, knowledge transfer, consultancy, and scholarly publication.4. Student Experience & Support
Ensure the delivery of high-quality academic advising, mentoring, and support services throughout the student lifecycle.Address academic issues raised by students in a timely and effective manner, ensuring that student voices contribute to academic enhancement.Encourage student participation in curriculum reviews, academic boards, and feedback processes to support continuous improvement.Support strategies that promote student academic success, retention, employability, and well-being.5. Strategic Planning & Resource Management
Participate in institutional strategic planning and align academic goals with the university’s mission and long-term vision.Provide input and oversight for the academic budget, ensuring efficient allocation and optimal use of resources.Oversee teaching loads, facilities utilization, class sizes, and faculty deployment in line with academic quality and operational efficiency.Lead data-driven decision-making through academic performance dashboards and KPIs tracking.6. University Rankings & Benchmarking
Drive initiatives that contribute to the university’s national and global rankings (e.g., QS World University Rankings , SETARA , etc.).Coordinate with relevant units on data collection, analysis, and submission for ranking exercises and benchmarking studies.Identify and implement strategies to improve the university’s performance in areas such as teaching quality, graduate employability, internationalization, and research impact.Promote visibility and reputation of the university’s academic programmes through collaborations, conferences, publications, and branding initiatives.7. Collaboration, Representation & Governance
Foster strategic partnerships with local and international universities, industries, regulatory bodies, and government agencies.Serve as a key liaison between academic departments and other administrative or support units.Represent the university in external meetings, committees, panels, and accreditation boards.Participate actively in internal governance structures, including Senate, Academic Board, and Quality Assurance Committees.Promote a collegial and collaborative academic environment through effective communication and leadership.8. General Responsibilities
Stay abreast of emerging trends, policies, and technologies in global higher education and integrate relevant best practices into the university's framework.Support university-wide projects, task forces, or initiatives as assigned by the senior management.Perform other related duties as may be required from time to time to support institutional priorities.Requirements
1. Academic & Professional Qualifications
PhD Professor with recognition in both local (public and private higher education) and international academic circles.Should demonstrate a record as a tenured academic scholar through research and publications.2. Experience
A minimum of 12 years of related work experience, with at least 10 years in a supervisory or leadership role within both public and private higher education institutions.Proven academic, research, and administrative leadership in higher education.Proven success in leading accreditation processes, academic excellence, and innovative research.Experience fostering partnerships between industry and the government or companies served.Experience in academic budgeting and resource planning.Demonstrated ability to lead accreditation and compliance efforts involving regulatory bodies such as MQA, EAC, MoHE, and relevant international accreditation agencies.Experience in managing ranking and benchmarking processes (e.g., QS Rankings, SETARA, etc.), including data submission and improvement strategies.Successful track record in fostering academic‑industry‑government partnerships, international collaborations, and transnational education ventures.Demonstrated experience with academic budgeting, resource planning, and performance‑based allocation models.3. Leadership & Strategic Management
Effective strategic thinker with the ability to align academic priorities with institutional goals.Proven ability to grow and succeed academically and commercially among external stakeholders and the government.Ability to make difficult decisions in a timely manner and to motivate and inspire others.4. Knowledge & Regulatory Competency
