Carry out formal safety assessment (FSA) studies (qualitative, semi-quantitative, quantitative) such as Quantitative Risk Assessment (QRA), Consequence Modelling / Fire Explosion Risk Assessment Studies (FERA), Building Risk Assessment (BRA), Escape, Evacuation and Rescue Analysis (EERA), ALARP Study, COMAH / HSE Case Studies, PHA / Bow-tie Analysis, F&G Mapping Studies, Smoke and Gas Dispersion Analysis (SGDA), Flare Radiation / Flame out and Process Vent Gas Dispersion Study, Dropped Object Studies, Ship Collision Risk, Emergency Systems Survivability Analysis (ESSA), Temporary Refuge Impairment Analysis (TRIA), Smoke and Gas Impairment Analysis (SGIA), Thermal Plume study, SIMOPS and Matrix of Permitted Operations (MOPO), SCE identification & SCE Performance Standard
Prepare / review safety instrumented function (SIF) summary based on PHA / LOPA SIL study results
Prepare / review formal safety assessments (FSA) reports as described above
Use and guide the team in modeling software such as PHAST / SAFETI, Shell FRED, Flaresim.
Supervise / prepare safety cases and / or safety reports, including Facility Description, Safety Management System Description, FSA Description, Hazard Registers, Bow-tie Diagrams
Review safety studies reports prepared by consultants and ensure that the reports are prepared to BV Standard
Lead and / or coordinate the activities and deliverables allocated to the projects in accordance with the project schedule
Support in developing technical proposals for Risk and Safety assessment studies including the development of the CTR
Support to develop quality deliverables as required by the project requirements or specifications
Job Requirements
Possess a Degree in Chemical Engineering from a recognised university preferably Masters in Process Safety
Fluent in verbal and written communication of English
Proven experience in a Risk & Safety Engineering role demonstrated through previous work experiences
Certified as a Functional Safety Engineer / Professional is advantageous
Chartered Engineer or professional accreditation preferred
Must have consultancy experience for at least 5 years in similar position within well-known consultancies
Should have minimum 7 years working experience in risk and safety studies for oil and gas industries (floaters, onshore / offshore), petrochemical industries for both greenfield and brownfields projects (existing assets)
Experience working for major operators in the region will be highly valued
Experience working on Petronas HSE Case Development (including CIMAH, associated FSA studies) will be highly valued
Proficiency in excel programming, data handling & management
Prior experience in conducting loss prevention studies such as fire protection and HAC studies will be an added advantage
Experienced in subsea / buried pipeline QRA would be beneficial
Experience (Risk & Safety) in renewable energy and sustainability projects e.g. CCUS, H2, wind, etc will be highly advantageous
Experienced in 3D software such as FLACS is highly valued
Familiar with developing AI PSM roadmap and its methodologies
Familiar with Petronas MPM guidelines
Familiar with relevant international standards such as NFPA, CMPT, IOGP, UK HSE, EI, API, etc. and Company Specification such as Norsok, Total, PTS, DEP and local regulations
