Mechanical & Electrical Engineer (M&E Engineer)

Responsibilities :

  • Act as the main technical coordinator for all mechanical and electrical works during construction, commissioning, and operational handover.
  • Ensure all installations comply with design specifications, local authority requirements, and international standards (e.g. API, ASME, IEC, IEEE, MS, DOSH, BOMBA, TNB).
  • Work closely with process, civil, instrumentation, and safety teams to ensure proper system integration.
  • Support the Project Manager in technical evaluation, progress tracking, and quality control of M&E works.
  • Manage MEP activities within refinery facilities, ensuring systems meet safety, quality, and regulatory standards.
  • Supervise installation of static and rotating equipment, including pumps, compressors, heat exchangers, vessels, and cooling towers.
  • Review and approve mechanical drawings, datasheets, and shop drawings submitted by contractors.
  • Oversee piping fabrication, hydrotesting, painting, and insulation activities.
  • Verify alignment and levelling of rotating equipment per manufacturer tolerances.
  • Coordinate with vendors for equipment delivery, installation, and inspection (FAT, SAT, site inspection).
  • Ensure all pressure equipment are registered and certified with DOSH before operation.
  • Supervise construction of electrical substations, MCC rooms, and cable routing systems.
  • Verify installation of transformers, switchgears, MCCs, VFDs, and standby generators.
  • Ensure proper earthing, bonding, and lightning protection in hazardous areas.
  • Coordinate with TNB for incoming power supply, metering, and inspection.
  • Witness insulation resistance, hi-pot, and functional tests on electrical equipment.
  • Interface with civil and structural teams to plan M&E embedded works and penetrations.
  • Ensure compliance with HSE requirements, permit‑to‑work systems, and area classifications (Zone 0, 1, 2).
  • Participate in daily coordination meetings with contractors and report progress to management.
  • Prepare pre‑commissioning and commissioning plans for M&E systems in coordination with process and instrumentation engineers.
  • Perform loop checks, continuity checks, and energisation tests for electrical systems.
  • Support mechanical run tests, no‑load tests, and performance verification for rotating equipment.
  • Coordinate with vendors for site acceptance testing (SAT) and punch‑list clearance.
  • Participate in interlock testing, safety shutdown validation, and energisation sequences.
  • Ensure all as‑built drawings and M&E documentation are properly handed over.
  • Assist in preparing operation & maintenance manuals and training sessions for refinery operations staff.
  • Provide technical support to operations team on M&E system troubleshooting, reliability, and preventive maintenance.
  • Monitor performance of electrical distribution network and mechanical utilities (e.g. air, cooling water, steam, fuel gas).
  • Plan and execute preventive and predictive maintenance schedules for major rotating equipment and electrical assets.
  • Coordinate with DOSH, TNB, and BOMBA for periodic inspection, renewal, and statutory compliance.
  • Evaluate and propose system improvements or energy‑saving initiatives.
  • Support turnaround and shutdown maintenance activities as required.

Requirements

  • Degree in Mechanical, Electrical, or Mechatronic Engineering.
  • Registered with the Board of Engineers Malaysia (BEM) as a Professional or Graduate Engineer.
  • Possess a valid Competent Electrical Engineer (CEE) Certificate recognised by the Energy Commission (ST).
  • Possess a valid Boiler or Steam Engineer Certificate issued by DOSH (Department of Occupational Safety and Health, Malaysia).
  • Minimum 5–10 years experience in refinery, petrochemical, or heavy industrial projects.
  • Familiar with API, ASME, IEC, IEEE, NFPA, MS, DOSH, and TNB standards.
  • Hands‑on experience with construction supervision, commissioning, and maintenance.
  • Good knowledge of hazardous area classification and industrial safety systems.
  • Able to coordinate with multi‑discipline teams, consultants, and local authorities.
