Monitoring, Evaluation, Accountability & Learning (MEAL) Adviser
The purpose of this role is to ensure that programmes across the Asia region are effective, evidence-based, and accountable, while helping National Societies become stronger and more sustainable in line with the British Red Cross (BRC)’s localisation strategy.
The MEAL Adviser will work closely with the Asia regional team to promote strong practices in Monitoring, Evaluation, Accountability and Learning (MEAL). This includes :
Helping National Society partners and BRC teams improve their MEAL knowledge and skills,
Encouraging them to take greater ownership of MEAL systems and tools, and
Collaborating with Red Cross and Red Crescent partners on shared MEAL priorities.
The MEAL Adviser will also contribute to organisation-wide work at BRC to further improve MEAL systems, tools, and processes, ensuring consistent and high-quality MEAL standards across all regions and partnerships.
- Support the provision of policy and / or technical advice within designated area(s) to support and strengthen the implementation of the International Directorate strategy.
- Contribute to the assessment, planning and implementation of action / work plans including working with regional teams, National Society partners, and the International Federation of Red Cross and Red Crescent Societies (IFRC), collecting and analysing evidence to demonstrate the effectiveness, quality, and impact of the BRC supported work.
- Proactively collaborate with relevant teams across the BRC and with Movement partners to facilitate effective and efficient delivery against agreed objectives. Provide the teams with timely and actionable advice to improve project / programme quality, accountability, and compliance.
- Build capacities of prioritised National Societies and BRC teams by training and mentoring stakeholders in MEAL tools, approaches and processes. This includes supporting National Society partners to adapt IFRC and other M&E tools to their context and need, aiming for approaches / tools that are realistic and feasible.
- Collaborate with International staff, National Society partners and the IFRC to ensure the MEAL minimum set of standards is achieved, including planning, developing clear programme logic and robust MEAL plans / strategies, designing M&E systems, supporting (or leading) evaluations and the dissemination of learning.
- Support the improvement of BRC’s International Quality Methodology (IQM) and other quality assurance approaches to strengthen BRC’s overall approach to quality programming. This includes mainstreaming of Community Engagement and Accountability (CEA), PGI and other Movement-wide standards at project level.
- Support accountability mechanisms ensuring programmatic evidence is generated and meets donor requirements.
- Collect, collate, analyse, assess and interpret information from a range of sources to make evidence-based recommendations.
- Build relationships within Red Cross Red Crescent (RCRC) Movement and other organisations to explore areas for collaboration and influencing, exchange learning and apply lessons and good / best practice into BRC’s MEAL practices and processes.
