The IT Manager leads the IT Department for the entire Group, overseeing all technology operations, infrastructure, and user support. This role manages daily IT services, group-wide systems (including Microsoft 365), IT security, and vendor relationships. The IT Manager will work closely with Chinese-speaking system vendors and Microsoft partners to ensure reliable, secure, and scalable technology for all business entities.
Key Responsibilities :
IT Operations & User Support
- Oversee daily IT services for all entities under the Group, ensuring smooth and timely support to employees.
- Supervise and guide the IT Specialist; act as the escalation point for complex issues.
- Ensure the stable operation of the company’s networks, servers, and connectivity across all locations.
- Monitor and improve helpdesk response and service quality for internal users.
- Ensure tracking and managing of IT assets inventory (laptops, desktops, phones, printers, network gear).
Systems & Infrastructure Management
Administer and maintain Microsoft 365 environment (email, Teams, OneDrive / SharePoint, user accounts).Oversee internal systems such as HRMIS, OA platforms, and communication tools.Implement and maintain IT security measures : access control, backups, antivirus, firewalls, and data protection.Plan and execute infrastructure improvements, system upgrades, and hardware lifecycle management.Serve as the main contact for China-based system vendors (must speak and write Mandarin).Liaise with Microsoft vendors / partners for licensing, technical support, and upgrades.Manage contracts, service level agreements (SLAs), and ensure quality service from external providers.Evaluate and recommend new technology solutions that fit the Group’s needs.Develop and enforce IT policies, standards, and procedures across all entities.Prepare and manage the IT budget, covering hardware, software, licenses, and upgrades.Identify risks related to technology and propose mitigation plans to management.Ensure compliance with data security and local regulations.Lead and develop the IT team; provide technical guidance and professional growth.Train employees on IT best practices, security awareness, and system usage.Plan future IT manpower and skill requirements as the organization grows.Qualifications & Requirements :
Bachelor’s degree in Information Technology, Computer Science, or a related field.5–7 years of progressive IT experience, including at least 2 years in a managerial role.Strong expertise in Microsoft 365 administration (Exchange, Teams, OneDrive / SharePoint).Networks, servers, and IT security.General IT infrastructure and systems.Proven ability to manage vendors and IT projects end-to-end.Fluency in Mandarin Chinese (speaking & writing) to work with China-based vendors.Good English communication skills; Khmer is an advantage.Strong problem-solving, planning, and leadership skills.Strategic IT planning and execution.Effective vendor negotiation and management (including Microsoft ecosystem).Strong troubleshooting and analytical thinking.Leadership and coaching ability to grow a capable IT team.High attention to security, confidentiality, and compliance.Contact us at for general inquiries.
