Position Summary
1. Manage the technical aspect of procurement in Kamunting Plant.
2. Provide technical / commercial assistance to technical buyers to develop awareness of technical and construction processes to improve product knowledge.
3. Enforce sourcing policy, interface between supplier and entity with respect to specifications and budgets.
4. Develop and maintain a strong foundation of function skills and knowledge of relevant purchasing and sourcing concepts.
5. Manage problems and improve on procurement process especially on new method to expedite quote and to validate cost.
6. Balance both tactical executions with strategic initiatives necessary to drive cost reduction projects.
7. Actively participate in supplier performance reviews.
8. Deliver briefs, updates and reports as and when required
9. Develop ideas and strategies to improve operational efficiency, add value, aid business performance and work towards a strategy of continuous improvement.
10. Negotiate contracts, improved prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods
11. Assess and evaluate suppliers and undertake performance reviews to ensure contract compliance and manage performance improvement activities
12. Ensure that a professional and consistent approach is taken in relation to all supplier relationships
13. Ensure compliance to company guidelines, purchasing policies and procedures during supplier negotiations and contracts award process.
14. Lead tendering and RFQ process for technical request in Kamunting plant.
15. Prepare purchase orders in line with final negotiations with selected suppliers and in line with organizational targets and requirements
16. Liaising with suppliers to resolve price, quality, delivery or invoice issues
17. People management- Mentoring and coaching the team to enhance their career and professional development.
Principal Responsibilities
Education / Experience Requirements
Qualifications & Experience :
1. 10-15 years of progressive, experience in project procurement and management.
2. BS or BA degree in Business, Engineering, Science or a related field (MBA preferred).
3. Outstanding negotiating skills and excellent analytical ability to identify and exploit key opportunities
4. A previous background using Six Sigma Methodologies and lean manufacturing is strongly preferred.
5. A track record of proven success in cost reduction and productivity improvement using innovative approaches to Supply Chain Management.
6. Excellent knowledge of ERP & MRP systems, specifically SAP & QAD MFG Pro is preferred.
7. Strong skill set in Microsoft Word, Excel, PowerPoint and Outlook
8. Experience in a broad set of direct and indirect expense categories
9. Strong analytical skills
10. Process orientation, results and metric driven
11. Executive presence
