Overview

JOB PURPOSE :

The incumbent will lead a team of Operations Buyers, overseeing drilling-related procurement activities to ensure compliance with Sapura Group’s established procedures and standards.

Responsibilities

  • Manage procurement activities related to equipment, materials, and services requisitions for rigs, warehouses, and supply bases, ensuring alignment with Company Policies, Directives, Procedures, and the Code of Business Conduct.
  • Ensure optimal TCO in the procurement of goods and services, considering cost, quality, delivery timelines, safety requirements, and technical specifications.
  • Oversee the performance of critical vendors, including handling feedback, conducting internal and external audits, and managing relationships.
  • Lead the disposal and bidding processes for scrap materials across Singapore, Thailand and Malaysia supply bases.
  • Lead tactical procurement approaches for high-profile RFPs, including major projects like the outright purchase and disposal of scrapped rigs.
  • Support the enhancement of buyer skillsets, promote a proactive and positive team culture, and contribute to continuous improvement efforts.
  • Increase the utilization of Fixed Price Agreements (FPAs) and Master Service Agreements (MSAs) to streamline procurement efficiency.
  • Mentor and develop team members while preparing succession plans for both personal and team growth.
  • Implement initiatives to increase procurement efficiency, including timely clearance of purchase requisitions and effective management of open service POs.
  • Increase savings with good procurement initiatives such as TCO, MSA, FPAs etc.
  • Review and endorse vendors during the approval process in line with company standards and compliance requirements.
  • Lead procurement planning in projects by establishing RACI matrices and identifying procurement-critical deliverables to ensure accountability and timely execution.
  • Preparing and presenting spend reports on procurement and category performance, cost savings, and other relevant metrics.
  • Develop and implement category strategies for assigned procurement categories, aligning with overall business goals and objectives, i.e., analysing market trends, identifying potential suppliers, and developing sourcing strategies for specific categories.
  • Build and maintain strong relationships with key suppliers within assigned categories, fostering collaboration and ensuring optimal performance.

Qualifications and Relevant Experiences

  • Degree in Engineering or equivalent.
  • Registered with Board of Engineers Malaysia (BEM) would be an advantage.
  • CIPS or relevant certification will be an advantage.
  • 10 years in Procurement operational experience in Oil and Gas industry.
  • Demonstrated experience with commercial contract and contract management.
  • Communication skills enabling the influencing of a diverse stakeholders : Budget Owners, Requestors, Vendors etc.
  • Ability to persuade, influence and propose alternatives to achieve outcomes that are acceptable to all stakeholders.
  • Ability to drive the team towards achieving KPIs / targets.
