The Analyst, Material Management reports directly to the Manager, Inventory Management and is responsible for the effective, accurate, and timely management of overall materials management activities in compliance with internal and external policies, procedures, and regulations. This includes responsibilities related to material planning, material review, surplus management and investment recovery, data cleansing, and process improvement initiatives. The role also ensures that all materials management functions are executed in full compliance with relevant Company policies, PETRONAS PPGUA / PTCAM / PPS requirements, and the Joint Operating Agreement (JOA) with partners, to mitigate any risks associated with procedural non-conformance, non-cost recoverable (NCR) issues, or statutory penalties / fines.

Key Accountabilities

  • Material Planning and Stock Replenishment

Review system-generated purchase requisitions (PRs) to validate material demand, ensuring requests are accurate, justified, and aligned with approved stock strategies, consumption trends, and operational requirements before routing for approval and procurement action.

  • Verify material availability by checking existing stock and surplus materials across all storage locations within Hibiscus Malaysia and the PETRONAS Surplus Sharing Platform (VISMA) prior to initiating new purchases, to avoid overstocking and ensure effective material utilization.
  • Liaise with the cataloguing analyst and engineer‑in‑charge (EIC) to ensure materials are properly catalogued and obsolete materials are deactivated in Maximo.
  • Maintain optimum stock levels by analyzing stock movement, consumption patterns, forecasted demand, and operational criticality.
  • Periodically review and update minimum and maximum stock levels to maintain optimal inventory balance, reduce holding costs, and support replenishment efficiency.
  • Collaborate with procurement to establish and maintain price agreements with suppliers for timely and cost‑effective material availability.
  • Expedite conversion of one‑off purchase requisitions to purchase orders (POs) to prevent material shortages or delays.
  • Expediting
  • Monitor and expedite the delivery of materials to prevent operational disruptions.

  • Liaise closely with suppliers, end users, and logistics personnel to resolve bottlenecks or delays in material delivery.
  • Track and report expediting performance metrics, highlighting potential risks or delays for proactive mitigation.
  • Material Review
  • Conduct periodic material reviews and analysis to ensure optimized inventory levels and availability.

  • Implement improvement actions based on review outcomes, such as stock level adjustments and consumption trend analysis.
  • Coordinate with stakeholders to obtain approvals for material recommendations, amendments, and system updates based on findings.
  • Surplus Materials Management
  • Identify and assess slow‑moving, non‑moving, obsolete, and scrap materials across all locations, including materials returned from projects or offshore operations.

  • Propose and execute material disposition options, including reutilization, investment recovery, or scrap disposal, in line with approved decisions.
  • Manage material disposal and transfer processes in compliance with PETRONAS and local regulatory requirements.
  • Data Accuracy and Integrity
  • Collaborate with cataloguers to maintain and enhance material master data quality.

  • Ensure relevant catalogue and technical reference information is incorporated into the system to maintain data accuracy and completeness.
  • Support continuous improvement (CI) initiatives, promoting cross‑functional collaboration and process efficiency.
  • Inventory Count
  • Plan, coordinate, and conduct periodic inventory counts in accordance with established procedures.

  • Manage end‑to‑end inventory count activities, including preparation, verification, reconciliation, and adjustments.
  • Engage and notify stakeholders to ensure compliance and timely completion of inventory count processes.
  • Governance and Assurance
  • Conduct periodic self‑assessments to ensure compliance with Hibiscus Malaysia and PETRONAS policies and procedures.

  • Identify process gaps and implement effective controls to mitigate non‑compliance and potential non‑cost recoverable (NCR) risks.
  • Prepare and submit compliance and performance reports to PETRONAS and relevant stakeholders.
  • Performance Management
  • Define and monitor performance metrics for all material management activities.

  • Review performance outcomes, identify improvement opportunities, and implement corrective measures to achieve performance targets.
  • Stakeholder Collaboration
  • Maintain strong engagement with key internal and external stakeholders through an updated stakeholder engagement plan.

  • Gather feedback to assess the effectiveness of stakeholder collaboration and implement improvements where necessary.
  • Requirements and Qualifications

  • Possess a Bachelor’s degree in any relevant discipline from a recognized university with 5–10 years of relevant working experience in a Production Sharing Contract (PAC) environment; or
  • A diploma in any relevant discipline with 7–12 years of relevant working experience in a PAC environment.
  • Proficient in PTCAM, PPGUA, PPS, JOA, and other relevant agreements within the Exploration & Production (E&P) environment.
  • Experienced in using SAP, MAXIMO, or other ERP systems related to material or contract management.
  • Strong report writing, analytical, and communication skills.
  • Self‑driven, team‑oriented, and capable of collaborating effectively across multiple functions and levels.
  • Excellent liaison, networking, and interpersonal skills with both internal and external stakeholders.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
