Assistant Manager / Manager, Recruitment & Employee Relations (2 Years Contract)

The Assistant Manager / Manager, Recruitment & Employee Relations is responsible for leading the recruitment process and managing employee relations initiatives within the organization. This position oversees the full recruitment cycle, from sourcing to onboarding, developing and implementing effective recruitment strategies, fostering a positive workplace culture and ensuring compliance with legal requirements and company policies.

Key Responsibilities

Recruitment

  • Develop and execute recruitment strategies to attract talents across various departments.
  • Collaborate with hiring managers to understand manpower needs.
  • Manage the full recruitment cycle, including job postings and advertising, sourcing, screening, checking references, interviewing and onboarding processes.
  • Utilize various recruitment channels, including job platforms, social media, to build a diverse talent pipeline.
  • Analyze recruitment data to identify trends and improve recruitment effectiveness.
  • Collaborate with other departments to ensure seamless and accurate data flow for all payroll related activities.

Employee Relations and Welfare

  • Serve as a point of contact for employee inquiries and concerns, providing guidance and support on HR policies and procedures.
  • Develop and implement employee engagement initiatives to enhance workplace morale and retention.
  • Manage the administration of application and renewal of employment pass for new and existing expatriate employee(s).
  • Oversee the processing and ensuring submission of new and renewal of teaching permits and work permits applications.
  • Provide any other required HR services to employees.
  • Administer and manage disciplinary processes, including drafting and issuing show cause letters, warning letters, and termination notices in compliance with labor laws.
  • Handle employee grievances and disputes by conducting investigations, counselling sessions, and mediation where required.
  • Coordinate and manage domestic inquiries (DI), including appointment of panels, preparation of documentation, and recording of proceedings.
  • Ensure compliance with Malaysian Employment Act 1955, Industrial Relations Act 1967, and other statutory requirements.
  • Liaise with external bodies (e.g., Labour Department, Industrial Relations Department, SOCSO, Immigration) on employment and IR-related matters.
  • Advise management on industrial relations risks, trends, and case strategies, providing recommendations to prevent disputes.
  • Maintain accurate records of disciplinary cases, grievances, and IR matters for reporting and analysis.
  • HR Policies and Compliance

  • Keep abreast with legal requirements and industry practices, making recommendations for policy changes if needed.
  • Ensure compliance with labor laws and regulations.
  • Develop and implement HR strategies, and ensure it is aligned with the School’s goals and objectives.
  • General

  • Manage and supervise various HR functions undertaken by subordinates and ensure timely completion of tasks assigned.
  • To assist in other areas required by the School when necessary.
  • To assist in any ad-hoc tasks as assigned by the Line Manager, as and when necessary.
  • Education & Qualifications

  • Bachelor’s Degree
  • Professional certifications (e.g., SHRM, CIPD, MIHRM) will be an added advantage.
  • Experience

  • Minimum 5-7 years of progressive HR experience , with at least 3–5 years in recruitment and employee / industrial relations .
  • Prior experience in the education sector or international school environment will be an added advantage.
  • Proven track record of handling disciplinary matters, grievances, and domestic inquiries (DI) in compliance with Malaysian labor laws.
  • Experience in managing expatriate employment passes, work permits, and teaching permits is an advantage.
  • Knowledge & Skills

  • Strong knowledge of the Malaysian Employment Act 1955, Industrial Relations Act 1967, and other relevant labor regulations .
  • Familiarity with recruitment platforms, HRIS systems, and payroll coordination processes .
  • Excellent communication, negotiation, and interpersonal skills to interact effectively with all levels of staff and external stakeholders.
  • Strong analytical and problem-solving skills, with the ability to interpret HR data and provide insights.
  • High integrity, discretion, and ability to handle sensitive and confidential information.
  • Ability to work in a fast-paced, multicultural school environment and manage multiple priorities.
