Overview

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights and help them reach their full potential. The Programme Officer – MHPSS is responsible for providing technical advice, reporting, advocacy, networking and research on mental health and psychosocial support (MHPSS) for children, adolescents, caregivers and families in Malaysia.

Responsibilities

  • 1. Provide technical advice to the country office, government, and key multi‑sectoral stakeholders

Regular technical assistance and guidance to the government for quality assurance to support the establishment of sustainable MHPSS services.

  • Support the coordination and implementation of evidence‑based MHPSS programming and interventions led by national authorities, including capacity building initiatives with government agencies, NGOs and community partners to operationalise the Global and Regional MHPSS Framework.
  • Support in developing and reviewing MHPSS training packages and resources based on national and regional frameworks for MHPSS.
  • Support the development and functioning of a MHPSS specific community of practice (COP) in the UNICEF Country Office and UNCT.
  • Ensure that MHPSS is robustly integrated in MCO’s programmes, including emerging child rights areas such as the digital environment, education and climate action.
  • 2. Reporting and advocacy
  • Develop technical notes, policy briefings and presentations on MHPSS to support and inform office efforts in advocacy for building a robust MHPSS system.

  • Provide analytical support on facts, trends and policies to inform a comprehensive office‑wide advocacy strategy.
  • Ensure alignment with global best practices and UNICEF’s strategic priorities.
  • 3. Networking and partnership building
  • Establish and maintain relevant partnerships with government agencies, networks, civil society organisations, NGOs and UN agencies related to MHPSS.

  • Maintain regular cooperation and knowledge exchange with global and regional UNICEF experts on the area of MHPSS.
  • Act as technical lead for the office in supporting resource mobilisation, including fundraising, related to MHPSS.
  • 4. Development and technical oversight of research initiatives
  • Provide guidance and support in developing methodologies and innovative approaches to enhance data collection and analysis, with a focus on implementation science in MHPSS.

  • Support the government in developing new working tools and strengthening existing tools to monitor, report and respond to the needs of adolescents and families affected by adversity.
  • 5. Additional activities and support
  • Engage in additional activities and support related to MHPSS that are agreed with the supervisor and Deputy Representative (Programme) based on the national context and priorities.

    Qualifications

  • Education : Bachelor’s degree in mental health and psychosocial programming or another relevant field.
  • Work Experience : At least 2 years of professional experience in establishing MHPSS programmes for children, adolescents, caregivers and families, with in‑depth knowledge of MHPSS programming in a development context.
  • Language Requirements : Fluency in English and Bahasa Malaysia; knowledge of another UN language is an asset.
  • Desirables : Relevant experience at country level, particularly in development, fragile settings or humanitarian contexts.
