POSITION OVERVIEW

The Senior Manager, Property Development will play a critical role in driving the successful planning, approval, and execution of property development projects. This role ensures that projects are strategically planned, land matters are effectively managed, and all statutory requirements are complied with through proactive engagement with relevant government and statutory authorities.

The incumbent will work closely with internal project teams, consultants, and external agencies to ensure timely approvals, land regularisation, and alignment with the company’s development strategies.

KEY RESPONSIBILITIES

1. Project Planning & Development Control

Lead the master planning process for new developments, ensuring alignment with the company’s landbank strategy and market positioning.

Oversee feasibility studies, site evaluation, and planning briefs in collaboration with design, sales & marketing, and project delivery teams.

Coordinate with architects, planners, engineers, and consultants to prepare and submit development proposals.

Ensure compliance with zoning, planning, and building regulations.

Monitor project timelines and ensure planning approvals are secured on schedule to meet business objectives.

2. Land Administration & Regularisation

Supervise the team on all land-related matters including conversion, subdivision, amalgamation, strata titling, and land premium payments.

Liaise with the Land Office, PTG (Pejabat Tanah & Galian), and related authorities on land dealings and approvals.

Ensure proper documentation, due diligence, and compliance with land laws and regulations.

Maintain an accurate and updated land bank database and ensure land records are properly managed.

3. Authority Liaison & Approvals

Oversee liaison matters with federal, state, and local authorities (e.g., MBPP, MBSP, PLANMalaysia, JKR, IWK, TNB, Telekom, BOMBA, etc.) to obtain timely approvals.

Build and maintain strong working relationships with key government agencies, technical departments, and statutory bodies.

Track regulatory changes, policies, and guidelines that may affect the company’s projects and advise management accordingly.

Lead in resolving issues and ensuring compliance in matters related to planning permission, building plan approvals, and infrastructure requirements.

4. Leadership & Stakeholder Management

Provide leadership and guidance to a small team of executives (if applicable) handling land and planning matters.

Collaborate closely with internal stakeholders across Project Development, Legal, Sales & Marketing, and Finance to support project execution.

Represent the company in external forums, discussions, and negotiations relating to project approvals and compliance.

JOB RESPONSIBILITIES

Bachelor’s Degree in Urban / Regional Planning, Architecture, Civil Engineering or relate discipline.

Minimum 15 years’ experience in project planning, land matters, and authority liaison, preferably with a reputable property developer or consultancy firm in Malaysia.

Strong knowledge of Malaysia’s land laws, planning guidelines, development processes, and statutory requirements.

Established network and working relationships with state authorities, local councils, and government agencies in Penang.

Excellent communication, negotiation, and stakeholder management skills.

Strong leadership capabilities, with the ability to drive projects and approvals within tight timelines.

Strategic thinker with attention to detail and strong problem-solving ability.
