Managing Director (Malaysia) - We are HIRING!
- Develop and implement annual and project-specific procurement plans aligned with company budgets and project timelines.
- Partner with Project, QS, Engineering, and Facility Management teams to forecast material and service needs.
- Establish procurement strategies for cost optimization, standardization, and supply chain efficiency.
- Maintain an updated procurement policy and ensure adherence to ISO and company SOPs.
- Identify, evaluate, and register qualified suppliers, subcontractors, and service providers.
- Maintain and update a dynamic Approved Vendor List (AVL2.0) based on performance, reliability, compliance and ESG scoring.
- Conduct regular supplier audits and performance reviews, enforce corrective actions within 14 days.
- Build strong, ethical, and mutually beneficial relationships with suppliers.
- Forge strategic alliances and framework agreements for 60% of recurring spend, locking 3-year pricing with gain-share clauses.
- Assist the tender process — RFQ / EFP, technical-commercial evaluation, negotiation and award recommendation.
- Ensure tender processes comply with company governance / code of conduct, industry best practices, CIDB, MOF standards and anti-bribery protocols.
- Review and negotiate bullet‑proof contract terms (Liquidated damages clauses, force majeure, ESG KPIs, etc.) to protect company interests.
- Collaborate with QS and Legal teams for contract drafting and variation management.
- Manage supplier and contractor performance against contractual terms, SLAs, and KPIs.

Assist the tender process — RFQ / EFP, technical-commercial evaluation, negotiation and award recommendation.Ensure tender processes comply with company governance / code of conduct, industry best practices, CIDB, MOF standards and anti‑bribery protocols.Review and negotiate bullet‑proof contract terms (Liquidated damages clauses, force majeure, ESG KPIs, etc.) to protect company interests.Collaborate with QS and Legal teams for contract drafting and variation management.Manage supplier and contractor performance against contractual terms, SLAs, and KPIs.Purchasing & Cost Control
Approve and issue Purchase Orders (POs) in line with company’s delegation of authority and budget limits.Ensure all procurements meet technical specifications, quality requirements, and delivery schedules.Track real‑time procurement costs vs budget and ensure all purchases are within approved project budgets; flag variances >2% to CFO.
Project Controllers
Monitor price trends and identify cost‑saving opportunities through bulk purchase, standardization, or re‑sourcing.Work closely with Finance for invoice verification, working capital optimization via negotiating payment terms with suppliers.Requirements
Education
Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Quantity Surveying or related discipline. Master’s or CIPS / MCIPS is an added advantage.Qualities
Deep expertise in Malaysian procurement governance, contract law (PAM, IEM, JKR, CIDB, and FIDIC), negotiation mastery, and risk mitigation techniques.Hands‑on experience with developing and executing eProcurement platforms, spend analytics (Power BI), and predictive sourcing models.Exceptional communication skills and stakeholder influence. Able to navigate C‑suite, site engineers, and supplier CEOs with equal finesse.Strong planning with agile execution, data‑driven continuous improvement and digital transformation leadership.Uncompromising ethical standards, commercial acumen, and discretion in handling confidential tenders and pricing data.Experience
Minimum 5 years of progressive procurement leadership in construction, EPC, infrastructure, or facility management, contract management, or supply chain operations; multi‑site / project exposure mandatory.Core Computer Competencies
SQL / query skills and RPA automation experience will be an added advantage.Benefits
