Overview

Set role is responsible for the WWF-Malaysia’s Marine Programme relevant to the facilitation of Small-Scale Fisheries Project (SSFP) in Kemaman that substantially covers the protection of marine endangered, threatened and protected (ETP) species. It is a part of WWFMalaysia programme and activities that relates to the sustainable use of marine coastal resources as part of the Sustainable Fisheries Initiatives (SFI) and the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF). It also contributes to Goal 5 and Goal 6 of WWF-Malaysia Strategy .

The specific purposes of the job are to :

  • Achieve and contribute towards Marine Programme Planned Intermediate Results (PIRs) under Sustainable Fisheries Initiatives and directly in achieving and contribute towards the Protection of Marine Endangered, Threatened and Protected (ETP)Species.
  • Facilitate the SSFP in Kemaman by ensuring efficient implementation of activities under the developed Community Management Plan and apply adaptive management whenever necessary.
  • Facilitate the implementation of ETP Species bycatch mitigation activities towards reducing bycatch and mortality incidences of marine turtles, sharks and rays within the East Coast of Peninsular Malaysia (ECPM) identified priority sites.
  • Provide technical supports relevant to the scope of fisheries, bycatch mitigation and assist towards whichever relevant in conserving vulnerable coastal beaches within the East Coast of Peninsular Malaysia (ECPM).
  • Strengthen and expand the existing relationships with government agencies, research institutes, private sector, NGOs, fishing communities as well as partners within the coastal sites.
  • Carry out (and if needed, establish) consecutive baseline data or research that are useful / significant for fishery sustainability and the protection of marine ETP species.

The Marine Conservation Officer will report to the East Coast of Peninsular Malaysia Seascape Team Leader and indirectly report to Seniors Fisheries Improvement Officer by coordinating closely with relevant team members. Activities implementation will be varied around the set base, considering potential / identified sites.

Key Outputs

The expected outputs from the incumbent are :

  • Facilitate the establishment of functional and inclusive sustainable fisheries group (e.g. PNK Kemaman). The group should demonstrate willingness and capacity to work with local authorities in governing marine resources, while applying sustainable fishing practices and protecting ETP species.
  • Support the development of bycatch mitigation measures and promote their uptake among communities (e.g. PNK Kemaman) and stakeholders (e.g. Enforcement Unit of State Fisheries Office of Terengganu), while also contributing to efforts on IUU fishing and fishery stock status.
  • Coordinate citizen-science monitoring with fisher groups, producing regular data and reports to support fisheries management and ETP species conservation.
  • Fostered the regional & WWF network connections (WWF Bycatch Working Group and Oceans Practice) that will support fisheries co-management.
  • Contributed to the project proposal writing, if needed, to sustain the project implementation and ensure objectives are met according to the workplan.
  • Supported the policy development processes on fisheries and marine ETP species management at district, state, and national levels.
  • Major Activities

    The incumbent will be responsible for implementing these following activities on the East Coast of Peninsular Malaysia :

    Implementation of Small-Scale Fisheries Project (SSFP) with the Senior Fisheries Improvement Officer based on the developed Community Management Plan with Fishers Association (PNK) Kemaman that consists of :

    Assist in organising a series of awareness, workshops and seminars to encourage sustainable fishing of small-scale fishers, which includes the usage of legal fishing gears as well as the safe release practices of fish juveniles and marine endangered, threatened and protected (ETP) species.

  • Support capacity building of appointed fishing community members on length weight data collection of key fishery species for stock status monitoring and safe release practices for fish juveniles and marine ETP species.
  • Help in installing appropriate fish aggregating devices to establish designated fishing areas while hindering the encroachment towards Marine Protected Area (MPA).
  • Aid in coordinating community-led conservation initiatives (e.g. communities involvement in beach clean-up, mangroves restoration).
  • Facilitate introduce community enterprise model and structured community governance (e.g. annual meetings and project progress tracking using SSFP Appraisal tool).
  • Support implementation of efficient monitoring and collaboration through technological adaptation and digital records with the enforcement authorities to combat the illegal, unreported and unregulated (IUU) fishing activities, especially on the usage of illegal gear (Pukat Pari).
  • Build long term relationships with community groups in Terengganu districts (Kemaman, Dungun, Marang) for the establishment of voluntary sea patrolling watch groups in safe release of marine ETP species and reporting of illegal gear usage.
  • Collaborate in empowering Community Based Organisation (CBOs), strategically with Persatuan Khazanah Rakyat Ma’Daerah (MEKAR) in setting up a one-stop centre for case reporting of illegal gear usage and marine turtle conservation (planting of native coastal tree seedlings, marine turtle egg hatchery and exhibitions for communities awareness).
  • Build thought leadership for the establishment and sustenance of the science-based research with the East Coast of Peninsular Malaysia Seascape Team Leader and Senior Fisheries Improvement Officer that consists of :
  • Data analyses of fishery stock and illegal gear hotspots.
  • Production of research papers in developing evidence-based strategies and
  • development of high-quality technical reports relevant to the baseline and conservation efforts either internal or jointly with external research institutions / relevant experts.
  • Appropriate database maintenance and management from the records and data collected from the implemented activities.
  • Effective science communication in improving literacy of scientific knowledge of important groups e.g., Government authorities, local communities
  • Participate in such activities with East Coast Peninsular Malaysia Seascape Team Lead and Senior Fisheries Improvement Project officer that consists of : -

    Provide necessary and relevant supports to the protection of vulnerable coastal beaches. Collaborate in maintaining close relationship with government agencies, research institutes and coastal communities, as well as contributing technical assistance towards marine turtle conservation efforts in Ma' Daerah.

  • Support in developing bi-annual technical progress reports either for the organisation or donors, that also includes budget reviews, activities implementation and adaptive management.
  • Involve in general activities of WWF-Malaysia, particularly events and activities that require full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.
  • Involve in fundraising with team members in participating the development of proposals for funding applications to sustain the implementation of planned works with the relevant team members.
  • Specifications

  • A degree in fisheries, marine science, aquatic science, conservation science or any related field and / or at least three (3) years’ experience in marine conservation andfisheries will be preferable.
  • Experience in the climate change related works is an advantage.
  • Experienced in conducting field surveys / research, data collection and analysis, especially related to community-based or field based in the sector of marine conservation.
  • Experienced in using R or other related software's in data mining, management and statistical analysis would be an added advantage.
  • Willing to travel and accommodate flexible working hours.
  • Competent in Microsoft Office applications.
  • Fluent in English and Bahasa Malaysia, where native language of Terengganu will be an added advantage.
  • Good organisational and interpersonal skills, ability to work in a team independently, both in the field and in the office.
  • Great understanding of current issues especially having knowledge on environmental and conservation issues, and passionate about conservation.
  • Possess a valid driver's license, where a diving license will be an added advantage.

  • Salary Range

    RM3,200 - RM3,800
