The Procurement Executive will be working under the general direction of Leader Energy Group’s Supply Chain / Procurement to provides supports in all areas of procurement and logistics and to manage the efficient purchasing of goods and services requirement for indirect sourcing, projects and operations in Malaysia and overseas subsidiaries. Provides support to the project management and operations team in areas such as budget monitoring, cost, and value optimization during purchasing and ISO process administration affecting procurement processes. Job Accountabilities A. General Administration and Office Support -Support the project procurement for Malaysia and overseas subsidiaries through consolidation of project orders for material supply planning, ordering and delivery. -Support the operation management team and general administration in term of procurement (goods and services) needed for the project, operations and indirect purchases for office administrative -Manage the purchase requisition (PR) ,Purchase Order (PO), receipt and invoice process in the procurement systems to ensure goods and / or service requisition are procured and compliance according to required technical specifications (including compliance with local laws and regulation), with competitive prices, timely delivered for project implementation and smooth day-to-day operations. -Support the sourcing (competitive and non competitive) through quotation or tendering process. -Support in negotiating pricing, commercial terms and prepare the Quote Comparison Form (QCF) and detailed quote comparison analysis for the selection of suppliers in accordance with the defined project strategy and Approved Vendor List To organize technical / commercial clarification, negotiation meeting when required To initiate New Supplier Registration (NSR) as and when required including coordination with Group Procurement -Prepare the Purchase Order in Procurement System to ensure delivery lead time, payment terms and other commercial key terms and conditions (as quoted) are incorporated and ensure approval, signing and to monitor its timely issue and approval . To follow up Purchase Order acceptance by supplier. Support to prepare other commercial documents such as contract / agreement when required. -Provide support on logistics requirements. Optimize logistics processes to ensure timely delivery and cost efficiency. (i) Logistics sourcing – selecting the most economical mode of transportation used for importation that will still ensure timely delivery of goods, (ii) Logistics arrangement - arrangements for transportation of purchased goods. For imported goods, ensure timely custom clearance, and fulfil documentation. (iii) Warehousing – Storage needs for project implementation. -Support implementation and compliances of ISO processes and Group Procurement Policy such as : I. New Supplier Registration (NSR) II. Supplier’s compliance with company’s policies i.e. ABC, SCoC and Sustainability III. Approved Supplier List (ASL) IV. Supplier performance evaluation – reliability and performance, - Cross-Functional Collaboration - Participate in regular site management meetings to understand operational issues affecting procurement activities and the reporting on the status of procurement activities. B. Secondary job responsibilities - Maintain inventory list for office and warehouse stock – monthly reconciliation and update. Perform other tasks as assigned by the superior. C. Major Challenges on This Position Ability to manage the procurement process of the various demands from users / requestors, perform proper quote comparison and analysis for objective selection of suppliers and sourcing for products from quality suppliers and meet the planned budget and timeline constraints under current market conditions. Attentive to details on administrative work and compliance of ISO processes. Working with cross country teams and counterparts of various nationalities. Academic Qualification -Degree in Supply Chain / Finance / Business Management / Engineering or equivalent with relevant end to end procurement experience and team management experience. Minimum Advanced Diploma in Supply Chain / Finance / Business Management / Engineering. Knowledge / Skills / Experience -Minimum 3 to 5 years’ in of relevant work experience in supply chain in Engineering, Procurement and Construction (EPC), oil and gas. - Proven track record in Procurement, Project Controls, Supply Chain management, Contracts and Office Administration, HSE and certifications - Experience in project coordination and wholistic support functions - Knowledge of Procurement ERP experience, Import tax, custom duties, HS codes, FTA, logistic planning - Knowledge of the Renewable Energy and Solar industry operations and materials will be an added advantage Special Technical Skills and Technical Competencies -Proficient in Microsoft Office (Word, Excel, Outlook).
