Overview
Leads the execution, monitoring, and continuous improvement of consultancy and strategic projects managed by the Programme Office. This role ensures that projects are delivered effectively, on time, and within budget, while maintaining high standards of governance, compliance, and stakeholder satisfaction.
Plays a key strategic role in strengthening delivery frameworks, improving SOPs, optimizing project financial performance, and building long-term client and consultant partnerships. The role is vital to aligning program delivery with the broader innovation and commercialization goals of the division To ensure timely project deliverables and high income collection with seamless collaborative teamwork with Programme Management Unit.
KEY RESPONSIBILITIES
Strategic Programme & Poject Delivery Management
- Develop and implement delivery strategies to improve efficiency, scalability, and impact of consultancy projects.
- Identify gaps, risks, and improvement opportunities in delivery processes and propose strategic interventions.
- Provide strategic input to project scoping, resource planning, and institutional planning exercises.
- Align delivery models and tools with the organization’s innovation and commercialization priorities.
- Manage and monitor project progress, deliverables, milestones, and timelines across all assigned projects.
- Track and manage project changes including extension of time (EOT) and variation orders (VO).
- Ensure high-quality documentation, reporting, and project tracking aligned with SOPs.
Programme & Project Financial Management
Oversee billing and invoicing processes, ensuring timely submission and collection of payments.Monitor project expenditure, ensuring all costs are aligned with approved budgets and justifications.Identify budget variances, manage financial risks, and collaborate with Finance for accurate reporting and forecasting.SOP Compliance & Governance
Ensure full adherence to internal Standard Operating Procedures (SOPs) across all project stages.Regularly review and update SOPs to reflect evolving needs, industry practices, or audit feedback.Train team members and consultants on SOP updates and promote a culture of compliance and accountability.Consultant Engagement & Enablement
Advocate consultants’ compliance with all project governance, reporting, and performance standards.Guide and support consultants in aligning their work with contractual obligations and institutional expectations.Build long-term consultant partnerships by fostering transparency, accountability, and shared succes.Client & Stakeholder Relationship Management
Serve as the key liaison for clients during project execution, addressing concerns and ensuring satisfaction.Provide regular updates and performance insights to senior management and stakeholders.Foster cross-functional collaboration with commercialization, finance, and training units.Section Administration
Manage the administration for the section by executing all administrative tasks such as budget and leave management and staff training and performance evaluation and mentoring and guiding other executives in daily tasks to ensure smooth and continued operations of the section.Lead a team of project officers and executives, providing guideance, coaching, and perfoirmance feedback.Encourage knowledge-sharing, operational excellence, and continuous learning accross the unit.Establish KPIs and monitor team performance against project and strategic goals.QUALIFICATION & EXPERIENCE
Education & Experience
Bachelor or Master's degree in Business Administration, Project Management, Finance, or related field.6-8 years of experience in program or project delivery, consultancy operations, or public-private projects.Experience managing financial, contractual, amd governance aspects of complex projects.Skills and Competencies
Strong leadership, organizational, and stakeholder engagement skills.Proficient in project management tolls (e.g. Microsoft Project, Asana, Trello).Familiarity with budgeting, billing, income collection, and expenditure tracking.Strong working knowledge of SOP development, risk management, and institutional governance.Excellent written and verbal communication skills.Knowlege of Power BI or other project analytics tolls is an advantage.Job Info
