Roles and Responsibilities
General
Support the Project and Business Development Departments in preparing fee proposals, commercial bids, and other documentation to secure new projects and clients.
Provide preliminary construction cost estimates (CAPEX) and feasibility inputs upon client request.
Oversee the preparation, submission, and certification of monthly progress claims, ensuring timely processing of payments to clients, contractors, and consultants.
Compile and analyze commercial data and reports for internal management review and client presentations.
Other duties as assigned by Senior Management from time to time.
Pre-Construction Management
Lead the preparation of tender documentation for industrial project developments.
Manage the procurement process, including inviting, evaluating, and comparing quotations from suppliers and subcontractors.
Taking lead in preparing Bills of Quantities (BQ) and tender documentation for large-scale industrial and factory projects.
Advise clients on tender strategies, procurement routes, and contract arrangements, ensuring compliance with Malaysian construction contract standards (e.g., PAM, PWD, FIDIC forms, SMM2 etc).
Provide professional advice on contractual risk allocation, terms and conditions, and procurement strategy to support effective project delivery.
Construction Stage / Construction Management
Administer all post-contractual matters, including cost control, variation management, and interim valuations.
Prepare and maintain monthly cost reports, cost databases, and cash flow forecasts.
Assess and validate variation order submissions, providing commercial recommendations to clients for approval.
Advise clients on contract administration matters in accordance with Malaysian construction contract practices and conditions of contract.
Attend project and site meetings to monitor contractual, commercial, and cost-related issues.
Manage and track project budgets to ensure alignment with approved financial targets.
Collaborate with QS consultants to prepare final accounts and ensure timely contract closure.
Requirement
Degree or Diploma in Quantity Surveying or a related discipline.
Minimum 10 years of experience in Quantity Surveying practice or consultancy, preferably in the construction or industrial project sector.
Experience in Mechanical & Electrical (M&E) trade quantity surveying will be an added advantage.
Proven experience in managing fast-track and industrial development projects.
Proactive, with a strong work ethic and commitment to delivering quality results.
Demonstrates honesty, integrity, and professionalism in all aspects of work.
Responsible, decisive, and highly self-motivated, with strong initiative and results-oriented mindset.
Maintains a high level of confidentiality in handling sensitive commercial information.
Proficient in AutoCAD, Microsoft Office, Glodon, and Excel applications.
Excellent interpersonal, analytical, and communication skills.
Willing to travel domestically based on project requirements.
