Leads the enterprise risk functions for the Bank and its subsidiaries, overseeing key areas such as Enterprise Risk Management (ERM), Takaful risk, and Climate Risk.
The role is responsible for integrating risk management into the overall business strategy by defining the risk appetite, guiding risk assessments, and ensuring the implementation of effective risk controls.
The role works closely with business units and risk owners to proactively manage risks, support regulatory compliance, and advise senior management and the Board on emerging risk issues.
It also plays a central role in driving climate risk initiatives and continuously enhancing the risk management framework to protect the financial health and strategic direction of the bank and its subsidiaries
Principal Accountabilities :
- Embed risk strategy within business strategy by facilitating enterprise-wide risk management, including setting and monitoring the risk appetite and profile.
- Ensure risk mitigation and controls are effectively rolled up from Business Units through risk owners to minimize losses
- Provide risk advisory services to internal stakeholders (Senior Management and Board of Directors) and external stakeholders (regulators, auditors, etc.).
- Support enterprise-wide initiatives related to environmental sustainability and community impact
- Lead the enterprise risk function, including oversight of the Risk Secretariat, Enterprise Risk Management (ERM) Manager, and Climate Risk function.
- Collaborate closely with risk owners (first line of defence) to ensure that risks are proactively identified and incorporated into the strategic vision, balancing risk and reward effectively.
- Facilitate the definition and communication of risk appetite and tolerance—extending these to risk owners—and coordinate comprehensive risk assessments.
- Provide insights regarding enterprise risk management including actionable risk reports to Management and Board Committee
- Develop and execute strategies and action plans that support the achievement of departmental targets.
- Design, implement, and continuously enhance Enterprise Risk Management tools, practices, and policies aligned with a group risk management framework.
- Ensure the enterprise risk policies and strategies comply with applicable regulations, rating agency standards, and align with the strategic imperatives.
- Lead and facilitate the implementation of the Climate Risk Management Plan, integrating climate risk into the overall enterprise risk framework
- Lead problem resolution and oversee the overall health and direction of enterprise risk management implementation.
- Align ongoing enterprise risk management operations with BNM guideline and industry best practices
- Clearly articulate the business risk appetite by measuring and including credit, operational, market, and other material risks.
- Provide guidance, support and advice to business and support units
- To perform risk (including Shariah’s risk) monitoring functions for ACTL.
- Oversee the independent risk management function for ACTL, ensuring effective risk identification, assessment, mitigation, compliance with regulatory and Shariah standards, and fostering a strong risk-aware culture in partnership with ACTL’s management.
- To prepare ACTL Risk Dashboard and report to relevant Management and Board Committee
- To provide advisory to ACTL in managing risk
Qualifications & Requirements :
Education : Bachelor’s degree in Finance, Statistics, Accounting, Business, Risk Management, or related discipline.Minimum 10 years of relevant experience. Prior experience in business functions before transitioning to risk management is advantageous.Strong understanding of credit, market, operational, and strategic risk metrics.Proven leadership in enterprise, financial, operational, and fraud risk management.Experience in credit risk, portfolio risk, and investment risk oversight.Skilled in business planning, risk governance, and regulatory compliance.Proficient in data analytics, predictive modelling, and scenario planning.Familiar with carbon markets, climate change, and decarbonisation strategies.Knowledge of Shariah compliance and internal governance frameworks.Strong capabilities in policy development, implementation, and revision.Skilled in product development aligned with risk and compliance standards.Effective in research, data storytelling, and stakeholder communication.Experience in partnership management and cross-functional collaboration.Agrobank is a Government-owned Bank under the Minister of Finance Incorporated (MFI).
