The Risk, Control & Compliance Manager will lead and inspires the centre team, co-workers, and external security guard service to optimize safety, security, and compliance in the store for both the customer, and co-workers, using the knowledge of Ikano Safety and Security Manual, Rules, and Standard operating procedures. To lead the deliverables of the Risk, Control and Compliance agenda to ensure a healthy working environment, where risks are mitigated and functions are supported in identifying, assessing, and proactively handling risks to ensure compliance with Ikano Safety and Security rules and local (country and regional) legislation.

Overview
Responsible for leading risk, control and compliance initiatives at the Toppen Shopping Centre, ensuring safety, security, and regulatory compliance for customers and co-workers, in line with Ikano Safety and Security rules and local legislation.
Responsibilities
Building Business Competence : Work with relevant stakeholders to ensure business process compliance (e.g., standard operating procedures).Identify safety & security hazards, process gaps, and implement preventive, protective, and control measures; address identified risks.Define, establish, and implement operating procedures and standards connected with local authorities, Ikano requirements, and working routines.Ensure safety and security operating systems meet Ikano requirements and local legislation.Adapt internal and national requirements to meet Ikano’s safety & security level of protection.Develop and update operations guidelines, standards and procedures per company standards and legislation.Support design / build of the centre to implement Ikano safety & security requirements.Provide expertise and develop training materials for co-workers and external partners to meet Ikano’s risk appetite.Oversee the performance of the on-site supervisor and staff of outsourced security providers.Ensure company standards are fulfilled in fire prevention, intrusion, access control, video surveillance, and safety systems.Education and training administration of risk knowledge, including audits, reports, and records.Lead risk topics regarding operational challenges including crowd management, traffic plan, process gaps, and risk exposure.Ensure compliance via internal / external audits (e.g., Sec Check, insurance, process audits, authority inspections).Develop action plans for administration in the centre in consultation with managers and Ikano RCCM; implement in line with Rules and SOPs.Coordinate with the Emergency Response Team for handling emergencies per the unit Emergency Management Plan.Represent the Ikano brand with outside agencies and update centre management and Ikano Retail RCCM of regulatory changes.Drive a Risk & Compliance culture by developing leadership to detect, analyze, and reduce business loss and incidents.Develop a compliance process to identify improvements with department managers and report centre compliance status to IKano Retail RCCM.Educate and empower co-workers and external providers on the Ikano Code of Conduct, Anti-corruption & Bribery Policy, procedures, and local legislation relating to health, safety, security, and the environment.Investigate and report internal and external incidents; recommend revisions to routines as necessary.Coordinate insurance claims procedures; conduct root cause analyses to reduce recurrence.Responsible for safety & security budget (Opex & Capex).Act as initial point of contact for suspected fraudulent activities or unethical behaviours; investigate when required.Partner to contribute towards sustainability objectives and positive impact on people and planet.Regulatory Compliance & External Coordination
Lead engagement with external authorities (e.g., Fire & Rescue Department of Malaysia) to ensure full statutory fire safety compliance; oversee Fire Safety Office and Emergency Response Team (ERT).Act as primary liaison between landlord and local safety authorities (Bomba / DOSH); maintain inspections and certifications.Prepare periodic fire safety performance reports for management and submit to Bomba to obtain the building’s annual fire certificate.Coordinate fire drills and evacuations with Bomba, aligning with local requirements and internal standards.Monitor and implement fire protection systems to meet Bomba standards and Ikano risk framework.Maintain records of inspections, certifications, drills, and compliance reports.Conduct fire safety training for staff, contractors, and tenants.Ensure policies, procedures, and training meet Ikano risk compliance and Bomba requirements.Bachelor’s or master’s degree in occupational health / safety, Environmental Engineering or related field with 10+ years of experience in a similar role, including at least 3 years in a managerial level.Experience with incident reporting and insurance claims handling.Experience in managing FCC and security guards.Experience in fire drills, system testing, and crisis management; investigating fraud and unethical behaviours.Experience setting and implementing long-term strategic plans, budgets, and goal follow-up.We hire based on our values.
