Overview
The position is for a Project Manager overseeing Waste to Energy (WTE) power plant projects, including planning, execution, and commissioning activities to ensure optimal operation and regulatory compliance.
Responsibilities
Project Planning & Initiation
Manage project scope, objectives, milestones, and deliverables aligned with organizational strategy. Develop and manage the master project schedule across EPC phases, procurement, construction, testing, and commissioning. Ensure WTE plant operates at the targeted level and support waste management processes including recycling and safe disposal methods. Secure permits, approvals, and regulatory compliance (environmental impact assessment, local authority approvals); identify key risks and develop risk management plans.
Stakeholder & Team Management
Lead multidisciplinary teams (engineering, procurement, construction, operations); coordinate with contractors, consultants, vendors, local authorities, and regulatory agencies. Manage client and investor relationships, provide regular progress reports, and maintain clear communication channels. Exhibit quality leadership, chair project or site meetings, and resolve conflicts.
Engineering Construction & Execution Procurement Oversight
Supervise FEED and detailed engineering reviews. Oversee procurement strategy, vendor selection, and contract negotiations. Ensure technical specifications, equipment quality, and compliance with WTE standards. Monitor equipment delivery schedules and logistics.
Construction & Execution
Oversee site mobilization, construction works, and installation activities. Monitor progress against baseline schedule and budget. Ensure HSE standards compliance. Approve progress payments and variation orders. Involvement in FAT & SAT activities when applicable.
Testing, Commissioning & Handover
Lead performance tests, reliability runs, and final inspections. Coordinate commissioning teams, OEM vendors, and operations staff. Ensure compliance with performance guarantees and prepare handover documentation to O&M teams.
Compliance & Quality Assurance
Ensure adherence to ISO standards, local environmental regulations, and WTE industry codes. Conduct quality audits, inspections, and non-conformance management. Prepare and submit periodic compliance reports.
Financial & Risk Management
Track project expenditures, manage cash flow, and control cost variances. Identify risks, implement mitigation strategies, and report to management. Optimize resources to meet cost and schedule targets. Promote accountability, safety, and continuous learning; ensure alignment with compliance standards. Support growth objectives of WHB Group of Companies.
Requirements / Eligibility
Bachelor’s degree in Engineering (Mechanical, Power Generation, Electrical, Control & Instruments, QA / QC, Safety, Project Management) or related field. Master’s degree is an added value.
Minimum 15 years in the power plant industry, energy sector, project development, coal / biomass power plants, gas turbines, boilers, operations, and maintenance (add value).
Professional Engineer, Steam Engineer, Chargeman B4, and related certifications preferred.
Strong understanding of energy / power plant operations, infrastructure, and compliance requirements.
Ability to collaborate internationally (Malaysia and China) and readiness for enrollment training at WTE Power Plant in China where offered.
Excellent problem-solving, communication, and interpersonal skills; proactive leadership and team collaboration abilities.
Good health and background check; Malaysian citizens only; immediate start.
High-potential candidates may be offered permanent O&M roles.
