The Safety Officer is responsible for developing, implementing, and maintaining the company’s Safety, Health, and Environment (SHE) management system for all construction and telecommunication projects .
This includes formulating safety policies, procedures, and work instructions that comply with legal, client, and company standards — ensuring a safe workplace and preventing accidents across all sites.
Key Responsibilities
Safety Management & Policy Development
Develop, implement, and periodically review the company’s Safety and Health Policy , Standard Operating Procedures (SOPs) , and Emergency Response Plans (ERP) .
Establish and update HSE documentation , including risk assessments, Job Safety Analysis (JSA), Method Statements (MS), and Permit-to-Work (PTW) procedures.
Ensure all safety policies and SOPs comply with Occupational Safety and Health Act 1994 , Factory and Machinery Act 1967 , and CIDB / DOSH requirements.
Promote continuous improvement of the company’s Safety Management System (SMS) .
Site Safety Implementation
Conduct regular site inspections and safety audits at tower, fiber, and civil project sites.
Identify unsafe acts, hazards, and potential risks, and implement corrective actions.
Ensure all site personnel and subcontractors comply with company and client HSE standards.
Conduct Toolbox Talks , Safety Inductions , and Safety Trainings for workers and site supervisors.
Investigate all accidents, near misses, and unsafe conditions, and prepare detailed reports with root cause analysis.
Recommend and follow up on corrective and preventive measures.
Maintain proper records of safety audits, incident reports, and training activities.
Liaise with DOSH , CIDB , local councils , and client safety representatives on all safety matters.
Ensure all legal permits, certifications, and reports are maintained and renewed on time.
Participate in internal and client HSE meetings and audits.
Develop and deliver in-house safety awareness and competency programs.
Ensure all workers are trained and competent in Work at Height , Confined Space , Electrical Safety , and other relevant areas.
Foster a culture of proactive safety awareness among all levels of staff.
Requirements
Education : Diploma / Degree in Occupational Safety & Health, Environmental Science, or Engineering.
Certification :
Valid DOSH Green Book (mandatory).
CIDB Green Card (mandatory).
Minimum 3 years of working experience in safety management for construction and telecommunication projects.
Strong understanding of Malaysian safety laws, regulations, and best practices.
Proven ability to develop, implement, and monitor safety policies and SOPs .
Excellent communication, leadership, and documentation skills.
Willing to travel and work at various project sites nationwide.

Certified in First Aid and Working at Height
