Job Summary
To lead and develop strategic workforce planning, manpower rationalization and build workforce plans to close gaps for effective employee optimisation across the organisation in a timely, efficient and effective manner of employee management.
Job Responsibilities :
- To lead and develop a comprehensive Talent Management & Talent Mobilization strategies, processes and procedures aligned with strategic business goals.
- To lead and plan all talent acquisition and onboarding needs including implementing and continually developing a robust digital recruitment process to meet the required talent gap and recruitment cycle.
- To lead the organizational effectiveness through activities such as periodic job analysis, job evaluation, job sizing, job person match, and organization restructuring as and when required to support the commission's direction and goals.
- Lead and develop the employer branding strategies, social media presence and strategies to strengthen the employer brand.
- Build strong relationships with reputable organizations / universities and prominent regulators for continuous benchmarking and new ideas generation.
- To develop succession planning strategy to create a talent pipeline of successors that will keep the organization running with little to no interruption when inevitable staff changes occur.
- To lead and monitor the graduate employment programs, internship programs etc. to meet organizational business needs and directions.
- To lead the development and implementation of creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
- To lead the development and implementation of appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
- To develop, coach, and manage self and staff for continuous improvement.
- To plan departmental budget and monitor the implementation to ensure effective of budget usage for the year.
Qualifications & Work Experience
Master's Degree or Bachelor's Degree in Human Resource Management / Human Resource Development or relevant qualifications from a reputable university.A minimum of years of working experience in talent planning and development, human resource management or related field and understand Communications and Multimedia sector Human Capital requirements.Experience / exposure in human resource forecast and planning, learning and development, and project management.Strong stakeholders' engagement, management and writing skills.Excellent planning and able to work with tight dateline and handle pressure well.Able to work with all levels of people with strong advisory and consulting ability.Multi-task, work independently, and work under pressure with minimum supervision.Strong problem-solving abilities and a proactive approach to identifying and addressing issues.High ethical standards and a commitment to upholding integrity and professionalism.Technical Competencies / Skills
