Lead I&C Commissioning Engineer – MODEC Offshore Production Systems (Singapore) / Offshore Frontier Solutions. OFS Malaysia is a subsidiary of Offshore Frontier Solutions Pte. Ltd. Responsibilities
- Commissioning Planning & Preparation : attend supplier kick-off meetings to roll out package-related commissioning requirements; review supplier documents, ITR assignments, and provide inputs for the commissioning schedule; review / prepare commissioning system boundary, procedures, and deliverables; review complex commissioning deliverables, identify shortfalls, and address them with the team; support in developing Onshore & Offshore commissioning Procedures; assist in developing project deliverables per project / client requirements; ensure inclusion of Class / SCE & Process safety verification activities in commissioning deliverables; prepare / review company development work methodology / procedures; support Commissioning Manager and Commissioning Project Engineer in preparing tools, utilities, and other items for commissioning activities; review / develop / approve commissioning schedules and scope of work for engaging third-party services; identify and manage resource requirements to meet schedule and targets; review / evaluate third-party services engagement for commissioning scope.
- Commissioning Execution : lead site execution teams in pre-commissioning and commissioning activities, manage interfaces with Construction and Pre-Operations teams, ensure adherence to Operations safe work practices; ensure successful and safe commissioning following the commissioning strategy; supervise day-to-day commissioning activities to align with Company Standards and Procedures; act as responsible commissioning engineer for major systems when required; manage PTW, commissioning engineers, technicians, operations support, supplier support, and CLASS witness to execute approved commissioning procedures and sign off test reports; participate in FAT & SAT as needed; commission assigned systems, conduct functional tests, and obtain system certification with Class Society; verify and close out all safety-critical elements; ensure regulatory and statutory testing and records are maintained; prepare / maintain commissioning records of site observations, testing processes, and checklists; perform risk assessments and conduct toolbox meetings; ensure safe and controlled execution by technicians; oversee preservation & maintenance activities per procedures; plan daily work, manage schedule and targets; execute pre-commissioning and commissioning per procedure and hand over with client sign-off; prepare timely technical reports for management and reference; assist offshore startup and start-up procedures; lead team for offshore start-up, stabilization, and performance testing; plan audits of procedures, safety practices, and documentation, identify gaps and training needs.
- Commissioning Coordination : work with MC Coordinator and Commissioning Coordinator to finalize ITRs, mechanical completion, and commissioning completion; coordinate with construction, external vendors, and client teams; obtain engineering / vendor documents; independently liaise with regulatory authorities, Class, vendors, and clients to address comments and develop technical solutions; participate in project team meetings to review progress and resolve interface / implementation issues; coordinate functional testing of commissioned systems with Operations; identify potential disputes and provide technical inputs to mitigate; interact with suppliers / subcontractors / vendors / yards / clients as needed for site execution support; provide lessons learned and opportunities for improvement; incorporate best practices from past projects.
- Commissioning Services & FSR Management : ensure subcontractor / FSR / third-party services are completed as per planned schedule.
- Relationship Responsibilities : reporting per corporate / project organization chart; develop relationships with client technical / service personnel; maintain good team relationships and motivate as required; support training of team members in a multicultural, interdepartmental environment.
- Discipline Specific - Instrumentation & Control : comprehensive knowledge of FPSO instrumentation and control systems (Process Control System, Safety Instrumented System, SIL / SIF verification) with preference for knowledge of DCS equipment / software; ability to manage complex instrumentation and control troubleshooting; ATEX or equivalent certification.
Qualifications & Requirements
Extensive experience in instrumentation & control commissioning within offshore environments; demonstrated ability to lead commissioning teams and coordinate across multiple interfaces (construction, operations, vendors); strong knowledge of safety and regulatory requirements; strong documentation and reporting skills.Relevant certifications and qualifications related to instrumentation, control systems, and safety (e.g., ATEX or equivalent).Seniority and Employment Type
