Lead Topsides Commissioning Engineer

Lead Topsides Commissioning Engineer role at MODEC Offshore Production Systems (Singapore) / Offshore Frontier Solutions. Based in KL Eco City, Malaysia.

Responsibilities

• Commissioning Planning & Preparation : attend supplier kick-off meetings to roll out package related commissioning requirements; review supplier documents, ITR assignments, and provide inputs for commissioning schedule; review / prepare commissioning system boundaries, procedures and deliverables; analyze complex commissioning deliverables and address shortfalls with the team; develop onshore & offshore commissioning procedures; support in developing project deliverables per project & client requirements; include Class / SCE & Process safety verification activities in commissioning deliverables; prepare / review company development work methodology / procedures; support Commissioning Manager and Commissioning Project Engineer in preparing required tools, utilities and other items for commissioning activities; review / develop / approve commissioning schedule and scope of work for third party services; identify and manage resource requirements to meet schedule and targets; evaluate third party services engagement (technical) for commissioning scope.
• Commissioning Execution : lead site execution team for pre-commissioning and commissioning activities; ensure adherence to the commissioning strategy and company standards; supervise day-to-day activities; act as responsible commissioning engineer for major systems when required; manage PTW, engineers, technicians, operations support, supplier support and CLASS witness; attend FAT & SAT as required; perform system commissioning, functional tests and system certification with Class Society; verify and close out safety critical elements; ensure regulatory and statutory testing is performed and records are maintained; prepare and maintain commissioning records and checklists; perform risk assessments and toolbox talks; ensure safe and controlled execution by technicians; oversee preservation & maintenance activities; plan daily work, manage schedule and targets; execute pre-commissioning and commissioning with client sign-off for system closure; prepare timely technical reports; support offshore commissioning / startup; lead start-up offshore following procedures; conduct audits of procedures, safety practices, and documentation to identify gaps and training needs.
• Commissioning Coordination : work with MC Coordinator and Commissioning Coordinator to complete ITRs, mechanical completion and commissioning on time; coordinate with construction team, vendors, and client; obtain engineering and vendor documents; engage regulatory authorities, class, and suppliers to address comments; participate in project meetings to review progress and resolve interface issues; coordinate functional testing with Operations; provide technical inputs to mitigate disputes; interact with suppliers / subcontractors / yards / clients for on-site support; share lessons learned and identify improvement opportunities; incorporate best practices from past projects.
• Commissioning Services & FSR Management : ensure subcontractor / FSR / third party services are completed as per plan.
• Relationship Responsibilities : reporting as per corporate / project organization chart; develop client relationships; maintain positive team relationships; train and support a multicultural team as needed.
• Discipline Specific - Mechanical : comprehensive knowledge of FPSO functionality with a focus on Topsides, Marine Mechanical & Process systems.
• HSEQ and Code of Conduct Compliance : comply with HSEQ and Code of Conduct requirements.
