To lead the development and institutionalization of forward‑looking risk practices that support MCMC's strategic preparedness. This role focuses on risk foresight anchored on ISO 31050 (Emerging Risks), the maintenance of an internal Emerging Risk Register, and the use of tools such as scenario planning, simulations, and predictive indicators. It also provides strategic risk intelligence to inform adaptive decision‑making and policy design.
Job Responsibilities
Conduct risk horizon scanning and strategic foresight research, identify emerging issues, megatrends, and early warning signals relevant to MCMC's regulatory landscape.
Maintain and update an internal emerging risk register, providing timely issue briefs and insights to Management and relevant committees.
Perform cross‑sector benchmarking of ERM practices and evolving risk governance models.
Monitor and summarize developments from regulatory bodies, international standards (e.g. ISO, COSO), and thought leaders.
Propose new tools, digital platforms, or methods (e.g. scenario analysis, simulations, predictive indicators) to improve risk anticipation and resilience.
Support pilot initiatives on the application of foresight, data analytics, and behavioral insights in risk management.
Act as ERMD liaison with strategic partners (e.g. Academy, strategic planning, regulatory divisions, external agencies) to explore future‑focused initiatives.
Support the documentation and presentation of risk foresight findings to Management, Commission, and working groups.
Undertake any ad hoc or emergency matters assigned by the Head of Department or Head of Division in relation to the scope of the department in a timely manner to ensure the tasks are delivered accordingly.
Represent the division / department in meetings, committees, and task forces to ensure effective participation and communication of risk‑related inputs, ideas, and advice where necessary.
Qualification & Work Experience
Possess a Bachelor’s Degree from a reputable university in Risk Management, Strategic Studies, Analytics, Policy, or any other relevant qualifications.
Certification in governance, risk management, or related areas.
More than 5 years of experience in research, risk analysis, policy development, or innovation‑related roles.
Strong analytical, writing, and presentation skills with the ability to communicate complex ideas.
Interest and capability in foresight, systems thinking, or data‑informed decision‑making tools are highly desirable.
Analyze and track emerging risks across sectors, technologies and regulatory environments.
Possess relevant certification in governance, risk management, or related disciplines (e.g., ISO 31000, IRM, CRMA).
Quantitative and analytical skills.
