Overview
The Senior HR Executive is responsible for driving strategic workforce management initiatives beyond routine HR operations. The role requires strong expertise in Malaysia Labour Law, foreign worker administration, and cost-effective workforce planning. Working closely with the Plant / Factory Manager, the Senior HR Executive ensures optimal manpower utilization, effective overtime (OT) control, and compliance with all statutory requirements. The position balances workforce efficiency, employee relations, and cost management to support factory performance. The Senior HR Executive is required to produce and submit daily OT reports directly to the CEO to ensure transparency and tight control over labour costs.
Job Responsibilities
- Labour Law & Compliance
- Ensure all HR practices comply with Malaysia Labour Law, the Employment Act, and Industrial Relations requirements.
- Advise management on disciplinary issues, employee relations, and HR policy alignment with statutory regulations.
- Keep updated on labour legislation changes and integrate into company policies.
- Liaise with government authorities (Labour Department, Immigration, JTK, etc.) during inspections and audits.
- Oversee the full cycle of foreign worker management : recruitment, quota, work permits, renewals, FOMEMA, insurance, and repatriation.
- Liaise with Immigration, KDN, and other agencies to maintain compliance.
- Manage worker accommodations, safety, and welfare to meet legal and operational standards.
- Monitor foreign worker turnover and replacement to maintain a stable workforce.
- Workforce Planning & Overtime Control
- Collaborate with the Plant / Factory Manager to plan workforce deployment based on production demand.
- Monitor, analyze, and control overtime trends to ensure cost efficiency.
- Develop manpower strategies to reduce excessive OT and optimize productivity.
- Prepare and submit daily OT reports to the CEO for close monitoring of labour costs and efficiency.
- HR Advisory & Support
- Provide guidance on performance management, employee discipline, and engagement.
- Support payroll processing and statutory submissions (EPF, SOCSO, EIS, HRDF).
- Assist in recruitment, onboarding, and retention programs for both local and foreign workers.
- Enhance HR processes, systems, and documentation to improve compliance and efficiency.
Job Requirements / Qualifications
Education : Bachelor’s degree in Human Resources, Business Administration, or related field.Experience :Minimum 5 years of HR experience, with at least 3 years at a senior / executive level in a manufacturing or oil mills industry with a workforce of 200-300.Those without a degree but with more than 8 years of experience in both HR operations and foreign worker management with a 200-300 workforce may be considered.Knowledge and Skills :Required languages : Bahasa Malaysia, English; Chinese preferred.Excellent workforce planning and manpower cost-control skills.Strong analytical ability for OT monitoring and reporting.Effective communication and liaison skills with government agencies.Strong interpersonal skills to manage employee relations and resolve conflicts.Proficiency in MS Excel and HR systems for reporting and data analysis.Strong knowledge of Malaysia labour laws and payroll processing.Other Requirements :Able to work closely with factory / plant management and adapt to operational demands.Detail-oriented, proactive, and able to work under pressure.Strong reporting skills with the ability to present data-driven insights to senior management.Compensation
Basic Salary RM5,000 to 6,800. Accommodation and car will be provided for shortlisted outstation applicants. 5 days per week.
