Head of Business Advisory Services Department (BASD)

Location :

MTDC UPM, Serdang, Malaysia

MTDC is seeking a senior leader to head the Business Advisory Services Department (BASD) under the Technology Ecosystem Development (TED) Division. This role is central to advancing Malaysia's innovation and commercialization agenda by supporting technology-based SMEs and startups through business transformation and advisory services.

Key Responsibilities

  • Set BASD's strategic direction and align with MTDC's national innovation and SME growth mandate.
  • Lead two units : Subject Matter Experts (SMEs) and Project Management Unit (PMU).
  • Deliver consultancy in business strategy, model innovation, fundraising, technology commercialization readiness, digital / Industry 4.0 adoption, and organizational change management.
  • Oversee national-level programs, SME accelerators, and transformation initiatives with strong governance and measurable outcomes.
  • Build strategic networks with ministries, agencies, GLCs, corporates, academia, and international partners.
  • Develop thought leadership, consulting frameworks, and contribute to policy and ecosystem development.
  • Recruit, mentor, and grow a high-performing team of advisors and consultants.

Candidate Requirements

  • Bachelor's degree in Business, Technology Management, Engineering, or related fields (Master's / MBA preferred).
  • 12–18 years of experience, with at least 7 years in senior leadership roles in consulting, business transformation, or enterprise development.
  • Proven experience in technology commercialization, innovation platforms, and enterprise transformation.
  • Strong technical and strategic acumen; able to engage board-level executives and technical experts alike.
  • Familiarity with Malaysian SME ecosystem and national innovation policies.
  • Certifications in Project Management (PMP / Prince2), Change Management (Prosci / Kotter), or Agile / Lean / Design Thinking (advantage).
  • Excellent stakeholder engagement and communication skills in Bahasa Malaysia and English.
