HRO Specialist – HR Outsourcing Hub
About the Role : We are building a strategic talent centre within Malaysia’s HR Outsourcing Hub and seek a detail-oriented, data-driven HR Specialist who can manage operational excellence and translate data into insights to drive improvements. You will oversee the lifecycle of the company’s outsourced workforce and contractors, coordinating with business leaders, vendors, and the Country HR Manager to deliver scalable, compliant HR solutions in a fast-paced environment.
Key Responsibilities
- Outsourced Workforce & Vendor Management – Act as the HR focal point for outsourced employees and contractors. Partner with outsourcing vendors to ensure operational efficiency, alignment with company expectations, and compliance with SLAs. Manage onboarding / offboarding to ensure a positive, compliant experience. Coordinate invoicing, payment validation, and contract documentation with internal and external stakeholders. Track and evaluate vendor performance through KPIs such as hiring speed, attrition, compliance, and service quality.
- Performance & Workforce Insights – Drive performance evaluation processes for outsourced staff. Partner with vendors and internal managers to identify gaps, support coaching, and recommend interventions. Design and generate HR dashboards and reports, turning data into actionable insights for decision-making. Track key workforce metrics (attrition, productivity, satisfaction) and visualize trends for senior management.
- Compliance & Governance – Ensure compliance with Malaysian labour laws, internal policies, and audit requirements. Support investigations, grievances, and disciplinary processes in collaboration with relevant stakeholders. Update and maintain policy documentation related to outsourced workforce governance.
Who You Are (Qualifications & Competencies)
Bachelor’s degree with at least 3 years of HR experience, preferably with exposure to outsourced workforce or vendor management.Demonstrated experience in HR operations, including data reporting / analytics, payroll, and talent acquisition.Recruitment or resourcing background is an added advantage, especially in vendor-led hiring processes.Strong attention to detail, particularly in tracking vendor SLAs and workforce data accuracy.Proven ability to tell stories through data — identifying trends, drawing insights, and making evidence-based recommendations.Experience with vendor KPI tracking and performance management frameworks.Effective problem solver with strong process thinking and solution-oriented mindset.Excellent stakeholder management and communication skills — builds trust and works collaboratively across cultures and time zones.Comfortable in fast-paced, ambiguous environments; able to prioritize and deliver with quality.Strong written and verbal proficiency in English and Mandarin (mandatory due to regional vendor and stakeholder interactions).Seniority & Employment Type
