Key Responsibilities
- Lead and manage the overall Health, Safety, and Environment (HSE) function across all phases of the FPSO project – design, construction, conversion, integration, commissioning, and offshore operations preparation.
- Develop, implement, and maintain HSE management systems, policies, and procedures to ensure compliance with corporate, client, and regulatory requirements.
- Drive the project HSE strategy, ensuring that all contractors, subcontractors, and vendors adhere to the project’s HSE standards.
- Oversee the preparation and execution of HSE plans, risk assessments, SIMOPS, PTW systems, and emergency response procedures.
- Lead incident investigations (Root Cause Analysis, HAZID, HAZOP, Bowtie Analysis) and ensure implementation of corrective and preventive actions.
- Conduct regular HSE audits, inspections, and site visits at fabrication yards, offshore sites, and vendor facilities.
- Monitor and report HSE performance metrics (TRIR, LTIF, near misses) and drive continuous improvement initiatives.
- Provide HSE leadership during construction, fabrication, offshore hook-up, and commissioning activities, ensuring effective coordination with construction and commissioning managers.
- Ensure regulatory compliance with Malaysian laws (DOSH, DOE, OSHA), international standards (ISO 14001, ISO 45001, OHSAS), and oil & gas best practices.
- Coach, mentor, and develop HSE personnel, fostering a strong safety culture within the PMT and contractor teams.
Qualifications & Experience
Bachelor’s degree in Engineering, Safety, or related discipline.Minimum 15 years of HSE experience in Oil & Gas, including at least 10 years in offshore / fabrication projects.Must have at least one FPSO project experience covering the conversion or fabrication phase.Proven experience in construction safety management, heavy lifting, SIMOPS, confined space entry, hot work, and marine safety operations.Hands-on experience in industrial health, occupational safety, and environmental management systems.Strong track record of managing HSE in multi-contractor, multi-discipline environments.Excellent leadership and stakeholder management skills, with the ability to influence at all levels.Preferred Certifications
NEBOSH International Diploma (or equivalent safety qualification).Certified Safety Professional (CSP), OSH Coordinator / Officer with DOSH Malaysia.OGSP registration (valid / eligible).BOSIET / FOET with CA-EBS.ISO 45001 Lead Auditor certification.#J-18808-Ljbffr
