The Group Legal & Compliance Manager will be responsible for overseeing all legal, regulatory, and compliance matters across UNITAR Education Group institutions and business units. This role ensures that the Group’s operations, contracts, and business decisions are legally sound, compliant with applicable laws, and aligned with good governance practices. The position also plays a key role in managing procurement tender compliance, data protection, and integrity initiatives across the Group.
The Group Legal & Compliance Manager acts as a trusted advisor to management, ensuring that legal and compliance risks are effectively managed to protect the Group’s interests and reputation.
QUALIFICATIONS & REQUIREMENTS
- Bachelor’s Degree in Law (LLB) from a recognized university.
- Minimum 8 years of relevant experience, with exposure to corporate, commercial, and compliance matters.
- Proven experience in contract drafting, negotiation, and legal advisory.
- Sound understanding of Malaysian laws, including PDPA, Employment Act, and Companies Act.
- Excellent communication, analytical, and stakeholder management skills.
- High level of integrity, independence, and sound professional judgment.
KEY RESPONSIBILITIES
1. Legal Advisory & Contract Management
Draft, review, and negotiate a wide range of contracts, including partnership agreements, vendor and supplier contracts, tenancy and lease agreements, student recruitment and collaboration agreements, and service-level contracts.Provide legal advice on business transactions, projects, and institutional initiatives to ensure compliance with applicable laws and internal policies.Develop and maintain standard contract templates and approval processes to improve efficiency and consistency across the Group.Support senior management in legal risk assessment and provide recommendations on mitigation strategies.Review tender documents, supplier agreements, and procurement terms to ensure alignment with UNITAR procurement policies, procedures, and governance standards.Provide legal oversight during the tender process to ensure fairness, transparency, and compliance.Ensure all procurement contracts are executed in accordance with approved terms and legal requirements.3. Compliance & Governance
Develop, implement, and monitor the Group’s compliance framework, policies, and procedures in line with relevant laws and regulations.Ensure adherence to regulatory requirements under the Private Higher Educational Institutions Act, Companies Act, and other applicable legislation.Conduct compliance risk assessments and periodic reviews to strengthen governance practices.Provide training and awareness sessions for staff on legal, ethical, and compliance matters.4. Data Protection & Integrity Oversight
Oversee compliance with the Personal Data Protection Act (PDPA) and the Group’s data governance framework.Establish and maintain policies for handling, storing, and sharing personal and institutional data securely.Lead initiatives promoting a culture of transparency, integrity, and accountability across all departments.Investigate potential data or integrity breaches and recommend appropriate corrective actions.Manage and coordinate legal disputes, claims, and litigation involving the Group and its institutions.Liaise with external counsel and provide strategic advice to management on case direction, settlement options, or risk exposure.Prepare documentation, reports, and recommendations for senior management and the Board when required.Apply via LinkedIn or send your CV to with subject as 'Applying for Legal & Compliance Manager Job Description'
