Job Purpose
- Lead and manage all Health, Safety, and Environmental aspects of an EPCC for a FPSO project. This includes developing, implementing, and maintaining the project-specific HSE Management System in compliance with company policies, client requirements, and local regulations. The HSE Manager ensures a proactive safety culture and oversees the HSE performance of all project activities, contractors, and subcontractors.
- Implement Project Management HSE through :
- HSE Plan and programs.
- Compliance with Clients’ techno-commercial requirements.
- People, environment, assets and reputation are protected in line with Corporate HSE policies and procedures and in conformance with the industry standards and regulatory requirements.
- Implementation of OHSAS 18001 / ISO 45001 and ISO 14001.
- Management of Contractor’s HSE.
Responsibilities
Project HSE PlanningDevelop, implement, and maintain the Project HSE Plan, Emergency Response Plan, and project specific related proceduresSet the project HSE objectives & targets and KPIsEnsure all activities are conducted safely and in line with OBU HSE Management System, HSE Plan, policies and procedures and in conformance to the national and international industry HSE regulations to protect life, assets and environment.Undertake a full HSE risk assessment of the work before commencing through Job Hazard Assessment (JHA) as a minimum. Ensure HSE risk assessments become an integral part of Permit to Work (PTW) System.Actively participate in project HAZID and HAZOP, and risk assessment arises from Management of Change (MOC) process.HSE Supervision and MonitoringLead and manage the project HSE team (engineers, officers, and supervisors).Monitor HSE activities by OBU Project Management Team (PMT), Client, Contractors and other stakeholders to ensure they abide with project HSE plans, policies and procedures.Develop project progress reporting related to HSE activities and lead project HSE meetings.Report project HSE performance to OBU HSE team.Contractor HSE PerformanceMonitor the implementation of Contractor HSE Management for projects.Review Contractor’s HSE documents such as Project HSE Plan, HSE procedures, HSE programs, HSE performance, emergency procedure, training plan and risk assessments.Regular engagement with Contractors throughout the project execution.Project HSE DocumentationEnsure project HSE documentation such as plans, procedures, monitoring and inspection records, incident investigation reports and other related documents are maintained and retained as required.Review and update as necessary project HSE Plans and procedures.Project HSE ManagementFocal person on HSE matters throughout project execution.Ensure compliance with all statutory, client, and company HSE requirements.Close out all HSE non-compliance issues prior to project handover to operations.Promote HSE campaigns and awareness programs to OBU PMT and Contractors.Establish, develop and improve networking with Client and Contractors, HSE authorities and practitioners in the Oil and Gas industry.Participate actively in HSE communication and consultations.Activate and implement HSE emergency plan for the project.Ensure emergency preparedness of the project through planned emergency training and drills.Coordinate reporting and participate in managing accidents / incidents / crisis to safe life, quick recovery of assets, prevent damage to environment and maintain reputation of MISC.Conduct HSE investigation on all accidents, incidents, near‑miss, UCUA occur during project execution phase.Analyse and establish root causes for detailed assessment and implement close out actions.HSE Assurance & InspectionPlan, manage and conduct HSE audit compliance on contractor’s activities to ensure their activities / performance is in conformance to the contractual requirements and HSE regulations and standards.Perform regular site HSE inspection and verification throughout project execution.Plan, manage and lead Advance Safety Audit (ASA) for the project.Project HSE CompetencyReview competency compliance of Contractors and PMT in handling critical project activities prior to start work.Monitor and ensure completion of project HSE training plan for Contractors and PMT.Requirements
Degree in Occupational Health & Safety, Engineering, Science or other related technical specialization.Minimum 12 years’ experience in HSE Management in Oil & Gas construction with at least 8 years in marine yard construction.Managed at least two (2) projects involving major topsides fabrication and / or floater conversion, and minimum one (1) FPSO project.In depth knowledge of ISO 45001 and ISO 14001, Lead Auditor certifications are desired.Strong knowledge of local HSE legislation and international best practices.Excellent leadership, communication, and interpersonal skills.Ability to influence and engage at all levels of an organization.Seniority level
