Senior Executive, Procurement (Capex & Project)

1. Lead the sourcing and procurement of equipment, instruments, services, spare parts, and operating supplies from both local and overseas suppliers to support CAPEX and project requirements.

2. Collaborate with end users to determine the best approach for market engagement. Prepare and analyze Sourcing Contracting Strategic (SCS) documents. Lead procurement processes, including tendering, contracting, and negotiations with vendors on pricing and commercial terms. Compile purchase orders and maintain accurate and traceable records of all transactions.

3. Manage sourcing activities such as issuing RFQs / RFTs, conducting price comparisons and analyses, negotiating with vendors, reviewing contracts, and making purchase recommendations by ensuring compliance with statutory and regulatory requirements, as well as procurement policies and procedures.

4. Liaise effectively with cross‑functional departments to align procurement strategies with project and operational needs. Oversee overseas order processing, logistics coordination, and delivery arrangements for both local and overseas shipments. Follow up with suppliers and freight forwarders on lead times, customs clearance, and on‑time delivery.

5. Maintain ongoing communication with suppliers to ensure proper procurement planning, timely production, and delivery. Proactively monitor and resolve recurring supplier issues to ensure continuity of supply and minimal disruption.

6. Ensure timely and accurate issuance of Purchase Orders (POs), Letter of Award (LOAs), and long‑term supply contracts in accordance with internal approval processes and company standards.

7. Collaborate with internal departments to assess requirements for non‑raw materials, services, and contracts, ensuring specifications and lead times align with end‑user expectations. Address procurement‑related issues promptly and ensure acquisition of equipment, parts, and services in the correct quality and quantity from reliable sources at the right time and best value.

8. Coordinate with various departments on procurement matters and provide support to ensure smooth operations.

9. Monitor all aspects of overseas purchases, including managing lead times, tracking shipments, coordinating deliveries, and ensuring smooth customs clearance. Manage order placement and logistics to ensure goods and services are received on time and in accordance with project schedules.

10. Manage supplier relationships to ensure timely delivery, consistent product quality, and overall performance.

11. Evaluate the supplier regularly for performance, competitiveness, and compliance with quality standards.

12. Execute competitive sourcing activities, including contract preparation and signing, in compliance with approved group‑wide policies, procedures, and DAL.

QUALIFICATIONS

1. Degree holder or graduate, preferably in Engineering / Technology or Business Commercial.

2. Minimum of 3‑5 years’ experience in a purchasing or operations role within a medium to large‑sized local company or MNC.

3. Experience in a cement manufacturing environment will be an added advantage.
