Job Responsibilities:
- Manage and coordinate tendering activities, including pre-qualification exercises, market surveys, tender invitations, tender evaluations, negotiations, and contract awards.
- Review tender documents, bid submissions, technical clarifications, and commercial proposals to ensure completeness and compliance with company requirements.
- Coordinate with consultants, contractors, suppliers, and internal departments to obtain information required for tender and contract administration purposes.
- Monitor tender schedules and ensure timely submission of tenders, proposals, and related documentation.
- Evaluate tender returns, prepare cost comparisons, recommendation reports, and obtain management approvals for contract awards.
- Administer contracts from award stage until final account closure, ensuring compliance with contractual obligations and company policies.
- Prepare, review, and manage Letters of Award (LOA), contract agreements, variation orders, and other contract-related documentation.
- Monitor project costs, cash flow projections, variation orders, and final accounts to ensure effective cost control and budget compliance.
- Liaise with consultants, contractors, suppliers, and relevant stakeholders on contractual and commercial matters.
- Participate in feasibility studies, value engineering exercises, and cost optimization initiatives during project planning and execution stages.
- Attend tender interviews, project meetings, contract review meetings, and prepare reports or minutes of meetings as required.
- Ensure proper maintenance of contract records, project documentation, and filing systems.
- Assist the Head of Department in resolving contractual disputes, claims, and commercial issues.
- Support process improvement, digitalization initiatives, and continuous enhancement of contract management practices.
- Perform any other duties assigned by the Head of Department from time to time.
Job Requirements:
- Candidate must possess at least a Bachelor's Degree in Quantity Surveying, Construction Management, Building, or equivalent.
- Minimum 7 years of relevant working experience in contract administration, cost management, quantity surveying, or property development.
- Strong knowledge of tendering procedures, contract administration, procurement, cost control, and final account management.
- Familiarity with standard forms of contract and construction industry practices.
- Proficient in Microsoft Office applications and QS-related software systems.
- Good command of both written and spoken English and Bahasa Malaysia.
- Strong analytical, negotiation, communication, and stakeholder management skills.
- Able to work independently, manage multiple projects, and meet tight deadlines.
- Detail-oriented, organized, proactive, and committed to achieving project objectives.
- Experience in property development industry will be an added advantage.
