Senior Executive, Industry Financial Analytics & Reporting
To support the Head of Department in ensuring the financial sustainability and transparency of the postal sector through advanced financial data analysis, rigorous custody of the Postal Service Fund (PSF), and comprehensive financial reporting. The Deputy Director is responsible for conducting deep-dive financial analyses on licensees, maintaining the official books of account for the PSF, and generating data-driven insights and dashboards to inform strategic regulatory decisions. This role is critical for safeguarding the fund's integrity, providing a clear financial picture of the industry, and enabling evidence-based policy development to ensure the sector's long-term viability.
Job Responsibilities
- Conduct Financial Analysis and Derive Insights on Licensees : Perform in-depth financial analysis on the data submitted by postal and courier licensees to assess their financial health, profitability, cost structures, and market performance. Synthesize findings into clear, actionable insights and presentations to inform the Department Head on industry sustainability, potential risks, and regulatory intervention points.
- Execute Industry's Financial Sustainability Research : Conduct research initiatives and studies on the financial sustainability of the postal sector, analysing trends, disruptions, and economic factors. Model various financial scenarios and funding models to provide a robust evidence base for strategic recommendations on tariff structures, competition, and investment.
- Develop Data Reporting and Analytical Dashboards : Design, build, and maintain interactive financial dashboards and automated reporting systems. Transform complex financial and operational datasets into intuitive visualizations to empower Department Head and leadership with real-time, data-informed decision-making capabilities.
- Manage Postal Service Fund (PSF) Custody and Financial Tracking : Act as the custodian of the PSF's books of account, ensuring all financial transactions are accurately recorded, classified, and reconciled. Implement and oversee robust financial tracking mechanisms for fund inflows (contributions) and outflows (disbursements), guaranteeing full audit readiness at all times.
- Prepare PSF Financial Reporting and Audit Documentation : Compile and prepare the comprehensive annual report for the Postal Service Fund, detailing financial performance, position, and activities. Coordinate and provide full support for all internal and external audits, preparing necessary documentation and responding to auditor queries to ensure a smooth audit process.
- Collaboration on Integrated Sector Analysis : Work in tandem with peer colleagues on PSF & USO monitoring to integrate financial data with project performance and USO compliance metrics. Provide the financial perspective to create a holistic view of sector performance, ensuring PSF allocations are financially sound and USO obligations are sustainably funded.
Qualification & Work Experience
A Bachelor's / Master's degree — Accounting, Finance and Accounting, Business Administration, Economics, Data Analytics, or related field;Minimum 3 years of working experience in financial accounting, monthly reporting, and analysing financial performance to key areas of attention;Minimum 3 years of hands-on experience in preparing financial statements, managing reconciliations, and improving reporting accuracy;Demonstrated experience in supporting stakeholder negotiations, managing components of projects implementation, with a strong ability to execute defined strategies;Professional certification (if applicable) — CIMA, ACCA, CPA;Technical proficiency — Data analytics and financial modeling.Other Attributes
Financial Statement Analysis : Expertise in interpreting balance sheets, income statements, and cash flow statements;Management Accounting & Fund Custody : Proficiency in maintaining books of account, financial tracking, and internal controls for a large fund;Data Visualization & Dashboarding : Advanced skill in using tools (e.g., Power BI, Tableau) to create insightful financial dashboards;Financial Modeling & Forecasting : Ability to build models to project financial sustainability and scenario outcomes;Audit Preparation and Support : Experience in preparing for and managing financial audits;Regulatory Financial Reporting : Knowledge of requirements for compiling comprehensive financial reports for a regulatory body;Analytical Rigor : Applies meticulous attention to detail to ensure absolute accuracy in financial data and reporting;Integrity and Trust : Demonstrates unwavering ethical standards in handling sensitive financial data and managing a public fund;Proactive Insight Generation : Anticipates information needs and actively derives insights rather than just processing data;Collaborative Partner : Works effectively with the Deputy Director and internal teams to achieve integrated outcomes;Problem-Solving : Identifies discrepancies and issues in financial data, diagnosing root causes and proposing solutions;Clear Communication : Translates complex financial concepts into clear, understandable language for decision-makers.Candidate must be willing to work in Cyberjaya.
