Position Overview

Responsible for leading and managing end-to-end procurement activities across the ICS pillar and Property Investment pillar. Ensures strategic sourcing, vendor management, and procurement compliance in line with corporate governance while driving cost optimization, supply reliability, and value creation for the Group. The role requires close collaboration with internal stakeholders, external vendors, and contractors to support project delivery, operational efficiency, and long-term asset value.

Key Responsibilities

1.     Strategic Procurement & Planning

  • Formulate, implement, and continuously improve procurement strategies and frameworks that align with Group Supply Chain objectives and long-term business goals of ICS and Property Investment pillars.
  • Conduct market intelligence, benchmarking, and cost analysis to identify opportunities for cost optimization, supplier innovation, and risk mitigation.
  • Develop multi-year procurement plans that anticipate business needs, capital projects, maintenance cycles, and property investment initiatives.
  • Drive category management for key spend areas (construction materials, building systems, professional services, property-related supplies, etc.) to leverage economies of scale.
  • Establish procurement KPIs and scorecards to track performance, cost savings, supplier service levels, and contract compliance.

2. Procurement Operations

  • Lead and manage the full procurement lifecycle, from requisition to contract execution, across ICS and Property Investment projects.
  • Oversee the preparation of Request for Proposal (RFP), Request for Quotation (RFQ), and tender documentation, ensuring completeness, fairness, and transparency.
  • Coordinate bid evaluations, tender committees, and negotiation processes to secure the best value-for-money deals.
  • Ensure procurement activities comply with Group governance, internal policies, statutory requirements, and audit standards.
  • Standardize procurement templates, processes, and documentation to improve efficiency, reduce errors, and support traceability.
  • Explore and implement digital procurement platforms (e-procurement, vendor portals, contract management systems) to increase transparency and reporting accuracy.
  • 3. Vendor & Contract Management

  • Develop and maintain a reliable vendor and contractor database that supports ICS and Property operations.
  • Establish vendor selection criteria, pre-qualification processes, and performance evaluation frameworks.
  • Negotiate favorable commercial terms, service levels, and performance guarantees with suppliers, contractors, and consultants.
  • Monitor and manage vendor performance through regular reviews, audits, and feedback sessions, ensuring adherence to contract terms, quality standards, and delivery schedules.
  • Proactively manage vendor risks (financial instability, delivery bottlenecks, non-compliance) and develop contingency plans.
  • Lead dispute resolution and claims management to safeguard the Group's commercial and legal interests.
  • Implement structured contract management practices, including renewals, extensions, variations, and close-outs.
  • 4. Financial & Risk Management

  • Develop and monitor annual procurement budgets for ICS and Property Investment pillars, ensuring alignment with corporate financial targets.
  • Track and report procurement spend, cost savings, and efficiency improvements.
  • Perform financial analysis on supplier proposals, cost breakdowns, and total cost of ownership (TCO).
  • Mitigate procurement and supply chain risks, such as price volatility, material shortages, or non-compliance with regulations.
  • Ensure procurement decisions are based on sound financial justification and risk analysis.
  • Work closely with Finance and Internal Audit to maintain full transparency and integrity of procurement processes.
  • 5. Leadership & Stakeholder Engagement

  • Lead, guide, and mentor a team of procurement professionals, building their technical, commercial, and negotiation capabilities.
  • Foster a culture of accountability, integrity, and continuous improvement within the procurement function.
  • Collaborate with Project Management, Engineering, Property Development, Finance, and Legal teams to align procurement strategies with operational and investment requirements.
  • Serve as a trusted advisor to senior leadership by providing insights on procurement trends, risks, and opportunities.
  • Present regular procurement performance reports, savings achievements, and compliance updates to the GM, Group Supply Chain, and Management Committee.
  • Build strong internal and external networks to identify new sourcing opportunities, innovative solutions, and emerging suppliers in the market.
  • 6. Governance, Compliance & Sustainability

  • Ensure all procurement activities adhere strictly to company governance, regulatory guidelines, and internal control frameworks.
  • Drive ethical procurement practices, ensuring transparency, fairness, and avoidance of conflicts of interest.
  • Embed sustainability and ESG (Environmental, Social & Governance) principles into procurement, including supplier sustainability assessments and green procurement practices.
  • Maintain proper audit trails, records, and documentation for internal and external audit purposes.
  • Support corporate initiatives on supplier diversity, local vendor engagement, and community economic development where applicable.
  • Qualifications & Skills Required

    Education & Professional Certification

  • Bachelor's Degree in Supply Chain, Business Administration, Engineering, or related field. A Master's degree or professional certification (e.g., CIPS, CPSM) is an advantage.
  • Experience

  • Minimum 10 years of progressive procurement experience, with at least 5 years in managerial / leadership roles.
  • Proven track record in procurement within construction / contracting services, property development, or related industries.
  • Strong negotiation, contract management, and vendor relationship management skills.
  • Knowledge of procurement laws, compliance requirements, and best practices.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Strong leadership, communication, and stakeholder management skills.
