Overview

Execute the OPS CPBB - Risk Operations strategic direction and manage country Credit Initiation activities and processes effectively and efficiently. Collaborate with CPBB CCO and CCH and other in-country stakeholders to ensure smooth functioning of Credit Initiation processes and activities. Ensure quality of credit underwriting for Banking Business Instalment Loans (BIL, including Government Instalment (GIL) and Commercial Mortgage (CM)) is maintained within parameters of the Product Development Document (PDD) and Group and local credit policy and business strategy, with timely and accurate reporting for this portfolio and applications processed within acceptable turnaround time. Establish and promote a strong credit culture by upholding high standards among all business partners within Retail Banking.

Strategy

  • Provide inputs in shaping the OPS CPBB - Risk Operations strategic direction.

Business

  • Optimize operating efficiency while balancing the effectiveness of decision making within the OPS CPBB - Risk Operations function.
  • Ensure the cost budget in Credit Initiation is based on robust capacity plans and delivered through a rigorous cost management discipline.
  • Assist Head, Credit Initiation to identify, coordinate, drive and implement productivity projects for the country.
  • Processes

  • Ensure credit origination decisions are executed in line with delegated authority while adhering to process standards defined by CCH, Retail Banking.
  • Lead and drive standardisation, automation and consolidation through re-engineering and process improvement initiatives for Credit Initiation in the country.
  • Assist Head, Credit Initiation in managing capacity planning and developing robust and scalable Credit Initiation processes to execute risk management policies and strategies.
  • Leverage and build credit assessment infrastructure to optimise process efficiency.
  • Address risk and control weaknesses promptly, escalating via the relevant committees as needed.
  • Implement the Operational Risk Framework in Risk Operations and monitor risk metrics to identify potential control weaknesses.
  • Identify and track Key Performance Indicators (KPIs) to support strategy testing and daily operations.

    People & Talent

    Support Line Manager in fostering an active training and learning environment to facilitate excellence in risk management, risk awareness, behaviours and accountability.

    Risk Management

    Identify and share industry best practices and assess feasibility and implementation with the businesses. Monitor application quality and provide timely inputs to in-country stakeholders for optimizing risk and reward. Ensure Credit Initiation policies and procedures comply with Group Policies and Standards and maintain updated in-country documentation.

    Governance

    Support Head, Credit Initiation to provide oversight ensuring compliance with regulatory and business conduct requirements. Embed Group values and code of conduct to promote ethics and compliance. Ensure satisfactory closure of issues from Internal Audits, peer reviews and regulatory reviews.

    Qualifications

  • Business Strategy and Model : Good working knowledge of Standard Chartered's Retail Clients business and industry peers
  • Non-technical Skills : Strong written / oral communication and influencing skills; ability to build effective relationships across functions and borders
  • Risk Management and Control : Familiarity with Standard Chartered's approach to risk management for Retail Risk Operations
  • Governance, Oversight and Controls : Strong leadership and management skills for Retail Risk Operations
  • Regulatory Framework and Requirements : Awareness of regulatory framework and expectations relevant to Credit Initiation
