Translating strategic direction on Artificial Intelligence and other emerging technologies into structured frameworks, governance guardrails, and delivery artefacts that can be embedded across governance, enablement and innovation, and institutional adoption domains.

Job Responsibilities

  • Translate strategic direction from the Head of ETAD into structured workstreams, guidelines, and artefacts to ensure organizational strategy is converted into operational outcomes that are measurable, auditable, and standards aligned.
  • Design and adapt governance guardrails and policy frameworks for Artificial Intelligence and other emerging technologies, applying advanced Know-How to balance innovation with compliance, thereby reinforcing trust and regulatory assurance.
  • Develop and refine enablement tools, playbooks, and experimentation protocols that support innovation and sandboxing, exercising Problem-Solving skills to reduce risks while unlocking opportunities for safe and value-driven adoption.
  • Establish and maintain institutional adoption metrics, dashboards, and readiness indices to provide leadership with evidence-based insights and strengthen Accountability in tracking organizational progress.
  • Produce high-quality advisory notes, policy briefs, and technical papers that synthesize complex information into actionable recommendations, ensuring management committees and national platforms are supported with authoritative analysis.
  • Ensure lateral integration by coordinating across Legal / Regulatory, ITD, Strategy & Policy, Strategic Communications, Human Capital / MCMC Academy, Finance / Procurement, and other divisions to align deliverables, manage interdependencies, and sustain continuity of execution.
  • Interface with external stakeholders and standards bodies (e.g., ISO / IEC, ITU, ASEAN) to align local initiatives with international principles, applying Know-How in multilateral engagement and ensuring Malaysia's contribution to global discourse is visible and credible.
  • Identify risks, constraints, and delivery bottlenecks across workstreams, exercising Problem-Solving to propose mitigation strategies that safeguard institutional credibility and programme continuity.
  • Support change management and knowledge transfer activities by contributing content for awareness programmes, clinics, and communities of practice, embedding sustainable adoption behaviors across MCMC.
  • Provide quality assurance on departmental outputs including frameworks, reports, pilots, and consultations, ensuring consistency, accuracy, and alignment with strategic objectives, thereby upholding Accountability to leadership and stakeholders.

Qualifications & Work Experience

  • Bachelor's Degree or Master's Degree or equivalent professional qualification in Technology Policy, Computer Science, Engineering, Data / AI, Public Policy, or related fields.
  • Professional certifications in governance, risk, compliance, data protection, or technology management (e.g., ISO / IEC, IT governance, project management, Al / ML ethics).
  • Strong grounding in emerging technologies with demonstrable technical literacy (Al, data governance, digital platforms) and ability to translate concepts into institutional frameworks.
  • Minimum 10-12 years of progressively responsible experience in technology governance, regulatory policy, digital transformation, or innovation enablement within a regulatory, public sector, or large enterprise context.
  • At least 5 years in roles involving cross functional coordination (e.g., policy drafting, regulatory sandboxing, adoption frameworks, standards alignment).
  • Demonstrated track record in turning strategy into operational artefacts (e.g., guidelines, toolkits, playbooks, compliance or assurance frameworks).
  • Proven experience in international and national stakeholder engagement (e.g., government ministries, regulators, industry groups, standards bodies).
  • Experience in designing measurable adoption frameworks and performance reporting dashboards for institutional uptake.
  • Exposure to emerging technologies risk management, ethical frameworks, and audit readiness is critical.
