Overview
The Manager, Cargo is responsible for overseeing and ensuring the safe, efficient, and compliant management of all cargo operations. This includes cargo acceptance, handling, documentation, storage, and delivery in line with regulatory, industry and airline standards. The role drives operational excellence through continuous improvement, effective stakeholder collaboration, and adherence to safety, security, and quality protocols. This role also optimizes cargo processes and revenue opportunities while maintaining strong relationships with regulatory bodies, ground handlers, and customers.
Responsibilities
- Align cargo operations and initiatives with the airline\'s overall business objectives.
- Develop and implement long-term strategies to enhance GOP efficiency and effectiveness.
- Oversee day-to-day cargo operations, including acceptance, handling, storage, documentation, and delivery of cargo shipments.
- Oversee daily ground operations at all stations to ensure efficiency and adherence to SLAs.
- Ensure compliance with IATA, ICAO, CAAM, and other applicable regulations, including Dangerous Goods and aviation security requirements, to maintain safe and incident-free operations.
- Collaborate with the Load Control Manager to support effective cargo capacity utilization and revenue optimization.
- Work closely with the Training Manager to ensure cargo operations align with staff competency and certification requirements.
- Act as a primary liaison with airport authorities, government agencies, service providers, customs, and internal departments to maintain strong partnerships and resolve operational matters across stations.
- Collaborate with auditors and regulatory bodies to ensure audits, inspections, and compliance reviews are effectively conducted and risks mitigated.
- Optimize resource allocation, including manpower and equipment, to enhance operational performance.
- Implement and monitor delay, disruption and diversion management plans.
- Drive continuous improvement initiatives, including infrastructure and process enhancements, to improve cargo handling efficiency, turnaround times, and service quality.
- Establish and track KPIs related to cargo operations, such as on-time performance, mishandled cargo, and customer satisfaction.
- Manage and monitor cost-effective cargo handling processes while upholding safety and service standards.
- Promote a culture of accountability, teamwork, and professional growth among GOP personnel, ensuring compliance with labour laws and company HCD policies.
- Prepare and present performance reports on cargo operations to the Head of Ground Operations and / or Management team.
- Lead quality improvement initiatives and resolve non-conformance issues within cargo operations.
- Assist in responding to emergencies or major operational disruptions affecting RASB.
- Stay updated with industry trends, technological solutions, and innovations to enhance cargo operations.
- Undertake any other tasks and duties as directed by the Head of Ground Operations.
Qualifications
Bachelor\'s Degree in Aviation Management, Logistics, Supply Chain, Business Administration, or a related field.Diploma holders with extensive relevant experience in cargo operations may also be considered.Professional certifications (e.g., IATA Cargo Handling, Dangerous Goods Regulations, Aviation Safety & Security) will be an added advantage.Minimum 5 years of experience in cargo operations, airline cargo management, or airfreight logistics, with at least 2 years in a supervisory or managerial role.Strong knowledge of IATA, ICAO, CAAM, and customs regulations related to cargo operations and dangerous goods.Proven track record in managing cargo handling operations, process improvement, and compliance with safety / security standards.Experience working with ground handling agents, customs, freight forwarders, and airport authorities.Familiarity with cargo management systems and digital solutions for airfreight operations.Excellent leadership and people management skills with the ability to lead cross-functional teams.Strong problem-solving and decision-making skills, especially under operational pressure.Effective communication and stakeholder management abilities.Analytical mindset with capability to develop and monitor KPIs.High integrity and commitment to regulatory compliance, safety, and quality standards.Effective communication and report-writing skills in English and Bahasa Malaysia.Job insights
