Reinforce and promote to the organisation the key provisions set out within the Company's HSE and Major Accident Prevention Policies.
- Develop and maintain the HSE operational strategy aligned with corporate objectives within company's Core Values - SURE and the key principles behind a robust safety culture.
- Lead the development and implementation of the CAMS / HSE management system for floaters (FPSO / FSU / FSIU, etc) operations.
- Provide leadership and coaching to onboard HSE teams and shore-based support staff during offshore and In-country office visit.
Compliance & Regulatory Management :
Ensure compliance with the international and local HSE regulatory including maritime i.e ISM & ISPS requirement.Maintain up-to-date knowledge of relevant international standards (e.g., IMO, MARPOL, SOLAS, ISM Code, API, ISO 14001, ISO 45001).Support the regulatory authorities, classification societies, and stakeholders during inspections and audits.Support the preparation for regulatory audits, flag state inspections, and client HSE reviews.Identify operational HSE risks and implement risk mitigation strategies.Support the GM-HSE Operations & Projects to ensure floaters top HSE risks which includes the risk and opportunity registers assigned to floaters and In-country operations are revised, updated and time driven to meet the review schedules set out from Corporate Internal Risk.Support operations risk management process for effective Safety Case development, Hazard and Operability study (HAZOP), Hazard Identification (HAZID), Fire Risk Assessment (FRA), Quantitative Risk Assessment (QRA), and Task Risk Assessment (TRA) to ensures the risk are managed to ALARP.Ensure and maintain an incident investigation and reporting process, ensuring root cause analysis and corrective actions are implemented including other records required by law in the in-country / region being operated in, are monitored and maintained to meet the regulatory compliance requirements.Supports the GM-HSE Operations & Projects to ensure incident investigations are conducted in accordance with BAB requirement and further supports the drafting of safely alerts.Monitor and report HSE key performance indicators.Emergency Preparedness & Response :
Monitors the effectiveness of the emergency response process and interfaces across the organisation and review the documentation.Ensure sufficient staffing and weekly duty roster for KL Operations Emergency Centre.Analyze HSE performance trends and implement continuous improvement initiatives.Prepare HSE performance reports.Support Operations Management Review meeting.Others :
Assists in reviewing projects to ensure compliance with the contract and the specific Regulatory Compliance Plans (RCPs).Supports GM-HSE Operations & project during proposal, projects and execution bids to ensure the HSSEQ contractual milestones are achieved.Professional Certifications :
Bachelor’s degree in Occupational Safety & Health, Environmental Science, Engineering, or related field.Comprehensive knowledge of international and local i.e IOGP, OSHA, EPA, IMO, and ISM regulations, requirements, ISO standards and best practices.Offshore experience of floaters HSE i.e FPSO, FSO, FSU is desired. Previous knowledge and / or training in the Safety Case regime, Major Accident Hazards (MAH'S).Proven leadership experience managing HSE teams and influencing cross-functional operations.Strong knowledge of offshore HSE management systems and Process safety Management (PSM)Experiences :
At least 10 years in the development, implementation and ongoing maintenance of Health, Safety and Environment policies and procedures, preferably in design and operation of oil and gas floaters i.e FPSO, FSO, FSU, FSIU. Hand-on operational experience is preferred.At least 5 years supervisory or managerial experience at a senior level.Specific experience in HSE within the Oil & Gas industry and experience dealing with clients and government entities.Lead Auditor / Internal Auditor for ISO 9001, 14001 & 45001 / ISM / MLC / ISPS.Demonstrated ability to use statistical methods to analyse and report trends to senior management.Ability to prepare budget projections and provide input to proposals.
