Job Summary
To support the Head of Department in establishing, operationalizing, and managing the Postal Service Fund (PSF) and in monitoring Universal Service Obligation (USO) compliance. The Deputy Director is responsible to executing the ground-level analysis, project monitoring, and regulatory oversight to ensure the PSF's strategic objectives are met and USO requirements are sustainably fulfilled. The role involves project monitoring and performance analysis, robust stakeholder engagement, and comprehensive reporting to facilitate data-informed decision making by department leadership. This position is crucial for translating PSF policies into tangible, on-the-ground results that directly impact the postal industry\'s development equitable service delivery.
Job Responsibilities
- Execute PSF Operationalisation and Daily Management : Support the establishment and implementation of the PSF framework by conducting ground level analysis and coordinating operational tasks. Manage the fund\'s daily activities, including processing contributions, evaluating disbursement requests against set criteria, and maintaining accurate financial records to ensure transparent and efficient fund administration in line with regulatory guidelines;
- Implement PSF Project Monitoring and Evaluation : Conduct thorough evaluation and monitoring of PSF-funded projects to track progress, expenditure, and adherence to project objectives. Perform detailed analysis on project impact, providing structured reports to leadership to ensure funded initiatives effectively advance sector development goals;
- Administer Universal Service Obligation (USO) Monitoring : Implement the USO monitoring framework by collecting and analysing performance data from designated operators. Conduct financial and operational analysis of USO delivery against established benchmarks, identifying gaps and preparing detailed reports to support regulatory compliance and inform strategic guidance to licensees;
- Perform Financial Analysis and Modelling for Sustainability : Conduct financial analysis on PSF viability and USO cost structures, modelling various funding and operational scenarios. Prepare detailed analysis papers to support the Department Head\'s recommendations for ensuring the long-term financial sustainability of both the fund and universal service provisions;
- Facilitate Stakeholder Engagement and Reporting : Engage with designated postal operators and project proponents to facilitate PSF processes and address USO compliance queries. Prepare comprehensive briefing materials, operational updates, and stakeholder communications to ensure clear transparency and support effective departmental engagement with all licensees; and
- Support Policy Development with Analytical Insights : Conduct in-depth research and analysis on sector trends, international best practices, and regulatory impacts. Synthesise findings into evidence-based proposals and draft policy papers to support the Department Head in the development and refinement of PSF and USO regulations.
Qualification & Work Experience
Candidate must possess a Bachelor\'s / Master\'s degree — Business Administration, Economics, Data Analytics, Public Policy, or any related field;Minimum 5 - 8 years of working experiences in operation management, project management, or financial oversight;Minimum 5 - 8 years of hands-on experience in data-driven decision-making, project implementation, and performance monitoring;Professional certification (if applicable) - Project Management (PMP), Data Science, or Regulatory Affairs;Technical proficiency — Advanced data analytics, financial modeling, and regulatory compliance frameworks; andDemonstrated experience in supporting stakeholder negotiations, managing components of projects implementation, with a strong ability to execute defined strategies.Other Attributes
