Responsibilities
- Lead and manage all procurement, contracting, and supply chain activities for the FPSO project, covering long-lead items, bulk materials, and subcontracted works.
- Develop and execute the procurement strategy, ensuring alignment with project objectives, budget, and schedule.
- Oversee the full cycle of procurement activities, including pre-qualification, RFQ / ITT, bid evaluation, contract negotiation, award, and post-award administration.
- Ensure procurement activities comply with project specifications, international standards, client requirements, and regulatory frameworks.
- Manage critical package procurement, including turrets, topside process modules, marine systems, electrical / instrumentation systems, rotating / static equipment, and subsea tie-in packages.
- Liaise closely with the engineering, project controls, and contracts team to ensure technical and commercial alignment.
- Monitor supplier performance, delivery schedules, and quality compliance, ensuring issues are resolved proactively.
- Oversee and manage logistics, expediting, inspection, and vendor document reviews, including FAT / SAT witness where required.
- Ensure strict compliance with PETRONAS Procurement Standard (PPS), local content requirements, and OGSP regulations.
- Maintain accurate procurement records and generate progress reports for senior management and client reviews.
- Build and maintain strong vendor relationships, negotiating competitive terms to achieve cost savings and risk mitigation.
- Mentor and develop procurement staff, promoting best practices in ethical procurement and commercial governance.
Qualifications
Bachelor’s degree in Supply Chain, Business Administration, Engineering, or related discipline.15+ years’ experience in Oil & Gas procurement, with at least 5–7 years in FPSO / EPCI projects.Strong track record in package procurement for large-scale offshore facilities.Extensive experience with tendering, vendor qualification, contract negotiation, and claims management.Solid understanding of FPSO project requirements, fabrication / conversion processes, and offshore logistics.Familiarity with international procurement practices and codes (INCOTERMS, FIDIC, API, ASME).Experienced in working within multi-discipline, multi-national teams, ensuring smooth coordination with engineering and project controls.Strong commercial acumen and negotiation skills, capable of managing high-value procurement packages.Excellent leadership and communication skills, with proven ability to manage stakeholders (vendors, contractors, and clients).Preferred Certifications & Systems
Certification in Supply Chain Management / CIPS / ISM.Proficiency in SAP, Oracle, Maximo, or other ERP / procurement systems.Familiarity with PETRONAS PPS and Malaysian regulatory requirements.Training in Contract Management / Risk Management.Seniority level
