Description
The successful incumbent is required to perform the following :
- Assist the Port Engineering & Maintenance (PEM) Head in developing and preparing the project and technical proposal for new business opportunities to expand and diversify existing PEM businesses. This includes (but is not limited to) arranging engagements with potential clients and partners, conducting market intelligence, and conducting site visits.
- Assist the Project Team and provide necessary consultation in implementing the agreed-upon project plan and schedule and monitor marine project execution (Engineering, Procurement, Construction, Inspection, Installation, and Commissioning—EPCIC) to optimize the available resources cost-effectively and timely to meet the client's requirements in compliance with engineering standards.
- Assist in monitoring the following : The execution of maintenance program for each location. Provide timely responses and appropriate technical solutions to problems to maximize port reliability and availability. The weekly and monthly reports from each location and propose suitable mitigation and solutions for any area of concern. The report and data submitted in the SMART PORT system and provide the analysis for improvement and enhancement of overall work implementation. The Maintenance Order / Purchase Order / SES / GRN to vendors to avoid long-due open PO or retrofit PO.
- Issue the Maintenance Order (MO), Purchase Requisition (PR), and Purchase Order (PO) to Contractors / Vendors under PEM Contracts of MISC Maritime Services using the SAP system.
- Issue the Service Entry Sheet (SES) or Goods Receive Notes (GRN) for all completed maintenance activities under PEM Contracts of MISC Maritime Services.
- As a department focal person for ISO 9001 : 2015, ensure the document is updated and monitoring the implementation to ensure no major non-compliance with ISO.
- Responsible for assisting the Maintenance and Project team in the development of the maintenance guidelines / procedures.
- Lead in monitoring the inventory management system in each region to ensure the spare parts and consumables are sufficient for the maintenance activities.
- Prepare and recommend realistic and justified project costing and an annual budget proposal that includes OPEX and CAPEX based on history, and subsequently, control the expenditure within the approved budget.
- Monitor contractor's performance for continuous improvement and to ensure compliance to the contract terms and conditions, and to meet project objectives in terms of scope, cost, schedule, HSE and quality.
- Develop work procedures and instructions and conducting regular reviews to ensure continuous improvement and compliance with ISO 9001 : 2015 and HSEMS to meet company HSE standards and quality objectives.
- Assist in the preparation of the following : Bid documents, including Technical Specifications and Commercial Proposals, and tender exercises for outsourced port engineering and maintenance services. Criteria and strategy for appointing contractors to ensure that appointed contractors are technically competent and commercially competitive. Technical and commercial evaluation in the tendering process.
- Establish, maintain, develop network and close rapport with internal and external parties such as Class Societies, Vendors, Marine Dept., maintenance contractor etc. for sharing of information, ideas and other operational matters for updating and improving engineering standards.
To be successful in this postion, the incumbent must possess :
A Bachelor’s Degree in Mechanical Engineering OR Marine Technology OR equivalentHaving a minimum of five (5) years’ working experience in a related field and competencies / skills (jetty and single point mooring engineering and maintenance, procurement and tendering process and contract and contractor management).Have experience in project management related to jetty or underwater maintenance.
