Job Summary
Support the design, execution, and documentation of R&D programmes on Al and emerging technologies —by operationalising research protocols, coordinating pilot studies, and maintaining evaluation records—so that institutional experiments are credible, auditable, and contribute to sectoral innovation.
The position exists to translate research strategies into practice : administering data collection and analysis, drafting technical briefs, compiling evaluation reports, and ensuring that pilots and sandbox projects follow approved frameworks and deliver evidence-based outputs. In doing so, it provides continuity between experimental design, execution, and reporting, ensuring lessons learned are properly captured and communicated.
Functioning under the direction of the Senior Analyst (R&D Programmes), the role supports cross-functional collaboration with external vendors, academia, and internal divisions by preparing documentation, tracking progress, and maintaining repositories of research artefacts, tools, and outcomes.
Ultimately, the Executive (R&D Programmes) strengthens the Commission's innovation pipeline by ensuring that experimental activities are executed systematically, documented rigorously, and aligned with governance guardrails—thereby enabling MCMC to advance credible, scalable, and responsible technology adoption.
Job Responsibilities

Draft technical briefs, evaluation summaries, and progress reports >leadership and stakeholders receive timely, clear, and evidence-based updates;
Maintain repositories of research artefacts (datasets, code, tools, results) >institutional knowledge is preserved, version-controlled, and reusable;
Apply approved evaluation rubrics (accuracy, bias, robustness, transparency) >pilot outcomes are assessed consistently and defensibly;
Coordinate logistics for pilot studies and sandbox projects >activities are executed smoothly with required resources, vendors, and partners in place;
Support vendors and academic collaboration by preparing documentation and review materials >partnerships deliver credible, auditable outcomes;
Track project milestones, risks, and corrective actions >programmes remain on schedule and aligned with institutional priorities;
Compile evidence packs and audit documentation >governance, compliance, and assurance functions are supported with traceable records;
Assist in preparing knowledge outputs (playbooks, toolkits, case studies) >lessons learned are codified into reusable institutional resources;
Deliver internal awareness and briefing sessions on experimental protocols >staff and stakeholders understand processes and expectations; and

Qualification & Work Experience
Bachelor's degree (minimum) in Computer Science, Artificial Intelligence, Data Science, Information Systems, Engineering, or other technology-related fields;Professional certifications or short courses in Al / ML, research methods, data analytics, or project management (e.g., PRINCE2, PMP, Agile, Responsible Al foundations) are desirable;Familiarity with research and innovation frameworks (e.g., TRL models, regulatory sandboxes, IEEE / ISO standards) is an asset;Typically 3-5 years of relevant experience in research, experimentation, or innovation projects within Al, emerging technologies, or related domains;Hands-on experience in executing research protocols, including data collection, logging model evaluation, and reporting;Proven ability to apply evaluation rubrics (accuracy, robustness, fairness, transparency) to assess Al / tech pilots;Experience coordinating logistics and documentation for multi-stakeholder projects (vendors, academia, public sector);Exposure to audit, compliance, or assurance processes, ensuring pilots and experiments are traceable and defensible;Demonstrated ability to maintain repositories of datasets, code, or experimental results with version control;Evidence of drafting technical briefs, evaluation reports, or case studies for internal or external audiences;Familiarity with Al governance guardrails (ethics, privacy, bias mitigation, data protection) and ability to embed them into experimental workflows; andExperience working in cross-functional teams with researchers, vendors, and regulators to deliver innovation programmesTechnical Competencies
