Executive, Mobile Planning (Spectrum Planning and Assignment Division)

Job Summary

Plan policies and strategies on the use of spectrum for mobile services to promote efficient use of spectrum as well as in achieving national policy objectives and initiatives.

Job Responsibilities

• Develop and plan spectrum allocation method for mobile services to ensure the spectrum is efficiently utilised.
• Analyse, plan and recommend strategies and policies on the use of spectrum for mobile services in accordance with the Communications and Multimedia Act 1998, other relevant subsidiary legislation and regulatory instruments.
• Prepare the relevant regulatory instruments and guidelines in relation to the use of spectrum for mobile services to maximise the utilisation, minimise interference and optimise the usage of the spectrum.
• Collate and analyse the latest global developments in mobile technology and policies, through research, stakeholder engagements, and involvement in local and international working groups / study groups, and provide recommendations for continuous improvement of mobile services.
• Analyse risk and impact associated with the proposed strategies and policies on spectrum planning and provide recommendations for continuous development of the communication and multimedia industry.
• Execute regular liaison with stakeholders to ensure timely delivery of required input from / to the stakeholders.
• Study and propose a periodic review of the spectrum allocation and usage plans for mobile services.
• Analyse and process assignment data by the mobile operators to ensure optimum use of spectrum.
