Human Resources Operations Manager Kulim, Malaysia | Full-time Employment | 5-7 years’ experience HOYA Electronics’ primary focus is on the development of optical and extreme ultraviolet (EUV) photomask blanks, which are critical components in the manufacturing process of the latest-generation chips used in various applications such as artificial intelligence, high-performance computing, and 5G. The company also manufactures a range of photomask blanks used in the production of chips for various applications such as memory, logic, and power devices. Get to Know the Role We’re seeking an HR Operations Manager to bring structure, digital capability, and consistency into our HR service delivery. Reporting to the HR Director, this role plays a central part in strengthening our HR foundation through building scalable frameworks, stabilising core processes, and mentoring the team. You’ll embed system thinking and champion the shift toward compliant, efficient, and people-focused HR practices. Essential Responsibilities Lead & Stabilise HR Operations : Oversee daily HR operations with a focus on compliance, accuracy, and responsiveness. Ensure consistency across HR lifecycle processes from onboarding to offboarding, while serving as a point of escalation for operational matters. Build Scalable HR Frameworks : Design and implement SOPs, service SLAs, and workflow documentation that enable clarity, accountability, and structure to HR processes. Drive HR Systems & Digitalisation : Collaborate with the HRIT team to support change readiness, identify automation opportunities, and reduce reliance on ad-hoc tools. Coach and Guide a Team : Coach and develop team capability and confidence through clear guidance and structured workflows Support Change, Governance & Policy Transformation : Drive operational change initiatives and act as a key contributor to HR policy reviews and rollouts Ensure practices are audit-ready and aligned with both local regulations and internal standards Contribute to succession planning and career development frameworks. Champion diversity, equity and inclusion efforts through inclusive policies and operational practices. Other Responsibilities Support HR-wide initiatives such as employee engagement, onboarding, and cross-functional HR projects. Track and analyse operational metrics to identify service improvements and inform data-driven decisions. Skills and Competencies Profile Bachelor’s degree in Human Resources, Business Administration, or a related field, with 5-7 years of HR operations experience, preferably in a manufacturing or semiconductor environment. Proven ability to design and implement SOPs, workflows, and scalable process frameworks. Strong knowledge of local employment laws with hands-on experience using HRIS systems (preferably Oracle) and Microsoft Office tools. High attention to detail and commitment to data integrity, with a structured and proactive approach to operations. Strong communicator and coach, able to influence change, support team capability, and operate in high-compliance, fast-paced environments. HOYA Electronics Malaysia Sdn.
