Job Summary
The Procurement Manager is responsible for overseeing and managing all procurement activities related to materials, equipment, and services for Arnet’s telecommunications projects and operations. This includes developing sourcing strategies, managing vendor relationships, negotiating contracts, and ensuring timely, cost‑effective, and quality procurement that supports project delivery and network operations.
Key Responsibilities
- 1. Procurement Strategy & Planning
Develop and implement procurement strategies aligned with Arnet’s business goals and project timelines.
Forecast material and equipment requirements for network rollout, installation, and maintenance projects.Monitor market trends and supplier performance to identify cost reduction and efficiency opportunities.2. Sourcing & Vendor ManagementIdentify, evaluate, and qualify suppliers for telco-related items (e.g., fiber optic cables, network equipment, civil works services, subcontractors).
Establish and maintain strong relationships with key vendors and service providers.Negotiate pricing, contracts, and service‑level agreements (SLAs) to ensure best value and reliability.Maintain and update the Approved Vendor List (AVL) according to company policies.3. Tendering & Contract AdministrationLead tendering processes including RFQ, RFP, and bid evaluations for major supply and subcontracting works.
Ensure all procurement activities comply with internal policies, quality standards, and regulatory requirements.Review and manage supplier and subcontractor contracts, including renewals and variations.4. Budget & Cost ControlPrepare and monitor procurement budgets, ensuring alignment with project financial targets.
Evaluate cost‑saving initiatives and perform cost‑benefit analyses for major purchases.Work closely with Finance and Project teams to ensure accurate cost tracking and reporting.5. Compliance & Risk ManagementEnsure procurement practices adhere to company governance, ethical standards, and telco industry regulations.
Identify potential supply chain risks and develop mitigation strategies.Maintain accurate and auditable procurement documentation.6. Team Leadership & CollaborationSupervise and mentor the procurement team to ensure high performance and continuous improvement.
Collaborate with Engineering, Project Management, and Operations teams to understand and fulfill technical requirements.Support management in strategic sourcing and supplier performance reviews.Qualifications & Requirements
Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, or a related field.Minimum 5–8 years of procurement experience, preferably in telecommunications, network infrastructure, or construction industries.Proven experience in vendor management, tendering, and contract negotiation.Strong analytical and commercial acumen with attention to detail.Proficiency in Microsoft Office and ERP / procurement systems.Excellent communication and interpersonal skills.High level of integrity, initiative, and ability to manage multiple priorities.#J-18808-Ljbffr
